About the Program
The NPO will work under the Reaching Impact, Saturation, and Epidemic Control (RISE) project in support of prevention, detection, and response to emerging infectious disease threats.
The two main objectives are Enhance Outbreak Containment Efforts and Improve Laboratory Confirmation

About the Position
Jhpiego is seeking highly motivated National Program Officer- Health Emergency Management based in New Delhi for its RISE project. The NPO shall be responsible for support the DM Cell in building the capacity needs of PHEOC staff and key health emergency management stakeholders to strengthen individual and institutional readiness for health emergency response in India.

Role Purpose: Roles and Responsibilities

The NPO will be responsible for the following:

1. Capacity Building Support
• Support the planning, coordination, and logistical management of training workshops, peer-learning events, and other capacity-building initiatives outlined in the programme calendar.
• Liaise with State PHEOC Coordinators, State Health Departments, and partner organisations to ensure timely nomination of participants and operational readiness for all training activities.
• Compile, analyse, and report on training operations across PHEOCs to track programme progress and identify areas for enhancement.

2. Stakeholder Coordination and Partnership Management
• Maintain regular communication and coordination with key institutional stakeholders, including NCDC, NDMA, SDMA, state health departments, and technical partners involved in PHEOC strengthening.
• Represent the programme in DM Cell coordination meetings, inter-agency technical working groups, and relevant review forums to ensure alignment of efforts.
• Support the establishment and functioning of a multi-stakeholder platform or community of practice for PHEOC professionals and health emergency managers in India.

3. Operationalization of Health Emergency Operation Centres
• Work closely with state counterparts to support the systematic operationalization of Health Emergency Operation Centres, ensuring alignment with national guidelines and operational protocols.
• Identify operational gaps, follow up on emerging challenges, and coordinate with the DM Cell and state authorities to facilitate timely resolution.
• Strengthen data management practices within PHEOCs, including data flow processes, dashboards, and generation of actionable insights for decision-makers.

4. Facilitation of Simulation Exercises
• Design and develop tabletop exercises (TTXs), functional drills, and full-scale simulation exercises focused on infectious disease outbreaks and other public health emergencies.
• Lead the demonstration, coordination, and execution of simulation exercises in collaboration with state institutions and technical partners.
• Facilitate After-Action Reviews (AARs) to capture lessons learned, identify system gaps, and integrate insights into programme refinement.
• Prepare detailed documentation and reports for all simulation exercises conducted across states.

5. Monitoring, Evaluation, and Knowledge Management
• Develop and oversee a Monitoring and Evaluation (M&E) framework to assess training coverage, competency enhancement, and institutional strengthening across PHEOCs.
• Maintain and update a comprehensive training tracker, and generate periodic progress reports for the DM Cell and associated stakeholders.
• Document best practices, success stories, and key learnings to support institutional knowledge management, programme improvement, and potential models for scale-up or replication.

Reporting structure: Associate Director, Infectious Disease

Qualifications and Experience
• Master’s degree in public health, Epidemiology, Health Management, Disaster Management, or a closely related field.
• Minimum 10–15 years of progressively responsible experience in public health programmes in India with in-depth understanding of public health systems
• Demonstrated experience in conducting training needs assessments and designing competency-based capacity building programmes, preferably in public health emergency or health systems contexts.
• Working knowledge of Public Health Emergency Operations Centre (PHEOC) functions, Emergency Operations Centre (EOC) management, and/or Incident Command/Management Systems (ICS/IMS).
• Familiarity with national and international frameworks relevant to health security: IHR (2005), NAPHS, Sendai Framework, WHO Health Emergency and Disaster Risk Management (Health EDRM) Framework.
• Strong facilitation, communication, and report-writing skills in English

Desirable

• Prior experience working with or within Government of India health emergency management structures (NCDC, NDMA, MoHFW, State Disaster Management Authorities or any technical agencies).
• Exposure to simulation exercise design and facilitation (tabletop, functional, or fullscale exercises) in public health or emergency management settings.
• Knowledge of e-learning platform development and blended learning methodologies.
• Experience working within UN, bilateral donor, or international NGO programme environments.

Proficiency in computer skills particularly MS Office
• Excellent English, Hindi and/or local language communication skills
• Demonstrated skills on communications and knowledge management
• Willingness and flexibility to work on a wide range of tasks
