CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Every child has the right to grow up in a supportive, protective, and caring environment that enables them to reach their full potential. A strong child protection system ensures that children remain with their families whenever possible and provides appropriate alternative care when needed, always guided by the child’s best interests. Children without adequate parental care face heightened risks and require Family-Based Alternative Care (FBAC) when their families are unable, unwilling, or unavailable to provide proper care. In such situations, the State is responsible for safeguarding their rights and ensuring suitable alternative care.
The Government of Bihar has made significant progress in developing systems for Alternative Care and Aftercare. With UN ORGANISATION’s technical support, the Social Welfare Department has advanced family-based care and strengthened the continuum of care for care leavers, including skills training and placement support. Child protection functionaries across all 38 districts—DCPUs, CWCs, and JJBs—have been trained on FBAC, standards of care in CCIs, restoration, case management, and Individual Care Plans. Twenty-three officials have been developed as Master Trainers in FBAC and case management.
