CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Robust data systems are essential for effective child protection because they enable timely identification of risks, informed decision?making, and coordinated responses across sectors. By systematically collecting, analyzing, and sharing reliable information, these systems help child protection actors detect patterns of abuse, monitor the well?being of vulnerable children, and ensure that interventions are evidence?based rather than reactive. Strong data systems also support accountability, resource planning, and policy formulation, ultimately strengthening the overall child protection ecosystem and improving outcomes for every child.
The Government of Bihar has made significant progress in developing robust data systems like Child Protection Management Information System (CPMIS) including Child Labour Tracking System (CLTS) and Home Management Information System (HMIS). These systems have strengthened the case management and facilitated responsible agencies to effectively respond to needs of children experiencing or at risk of abuse, neglect, violence and exploitation through individual social work services.
