Terms of Reference (ToR) for Hiring a Consultant/Agency to Design a Training Module and Materials on “Women’s Agency and Empowerment for PVTG Communities under the Graduation Approach” for Community Coaches at Trickle Up
1. Background
Trickle Up (TU) is an international non-profit organization committed to empowering women living in extreme poverty to build sustainable livelihoods, enhance resilience, and exercise greater control over their lives. TU works with the most marginalized populations, including women from ultra-poor households, persons with disabilities, and indigenous communities, across regions in Latin America, Africa, and South Asia.
In India, Trickle Up has been working since 1983 in remote and underserved geographies to strengthen both economic inclusion and social empowerment of women living in extreme poverty. While livelihood interventions have led to improved income and savings, sustained poverty reduction requires strengthening women’s agency, their ability to make choices, act on them, and influence decisions at household, community, and institutional levels.
Within the Graduation Approach, coaching and household-level accompaniment play a critical role in driving behaviour change, confidence-building, and norm transformation. Therefore, to deepen this impact, there is a need to develop a structured, contextually relevant training module for community coaches that equips them with the knowledge, tools, and facilitation skills to effectively facilitate women’s agency and empowerment among the PVTG community households in alignment with Graduation Approach.
2. Purpose / Specific Objectives
The objective of this assignment is to design a comprehensive, participatory, field-friendly and Graduation aligned training module that equips community coaches and field staff to strengthen women’s agency and empowerment of PVTG communities through structured coaching, behaviour change facilitation, and social empowerment strategies.
- Specific objectives include:
- Strengthening understanding of women’s agency, empowerment, and gender dynamics among community coaches.
- Building community coaches capacity with practical tools and methodologies to facilitate household-level accompaniment and behaviour change support.
- Enhancing women’s decision-making capacity, confidence, self-efficacy, voice, and mobility.
- Promoting equitable gender norms and enabling environments for women’s empowerment.
- Ensuring the module is adaptable for low-literacy and marginalized communities, including PVTGs.

- Technical Proposal - Approach, methodology, and work plan
- Financial Proposal - Detailed budget including all costs
- CV & Work Samples - Relevant experience and sample training materials
Payment Schedule
- 25% upon signing of agreement
- 50% upon submission of training modules
- 25% upon completion of ToT and submission of final report
Additional Notes
- No hardware support will be provided by Trickle Up
- Budget must be inclusive of all applicable taxes
- Trickle Up reserves the right to accept or reject proposals based on suitability
