IHAT PURPOSE AND PRIORITIES
India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
ROLE PURPOSE
India Health Action Trust (IHAT) is expanding its Diagnostic Network Optimization in the state of Maharashtra. The key purpose of this initiative to optimize existing NAAT machine utilization and to enhance molecular diagnosis for the TB diagnosis. In order to implement, IHAT is putting four members team in the state of Maharashtra.These position requires extensive travel within the state in intervention geographies. The team work closely in collaboration with state TB Officer and NHM under the guidance IHAT.
DIMENSIONS OF THE ROLE
- Policy Advocacy & Alignment: Advocate for alignment of private sector practices with national TB control policies (like mandatory notification, use of WHO-endorsed diagnostics such as NAAT).
- Stakeholder Coordination: Act as a bridge between the National TB Program (NTP), PPSAs, and private providers (hospitals, clinics, labs, pharmacists) to ensure cohesive implementation.
- Quality Assurance: Ensure that NAAT testing in private labs meets quality standards and is linked to appropriate care pathways.
- Data Monitoring & Reporting: Monitor public and private sector notification rates and NAAT uptake, working with Districts to improve completeness and timeliness of data
- Work with national disease programs and partners to define and identify relevant national data sources to support the objectives of diagnostic network optimization projects.
- Collect, compile, and interpret national data relevant to the diagnostic network optimization project objectives (demand patterns, costs, productivity, etc.).
- Identify, analyse, and interpret trends or patterns from the national data and share reports with relevant project stakeholders.
- Monthly Follow-up with Districts and Compilation of Lab Reports and sharing this to Specialist M&E
- Weekly Follow-up with Districts documenting and escalating any NAAT machine breakdown for the rectification
- Need based Field visit and providing supportive supervision for the districts to improve the NAAT utilization.
- Regularly update supervisor and other team members on the progress and difficultiesexperienced.
- Co-ordination with NHM and helping state in the preparation of PIP for TB and also participating in joint reviews.
QUALIFICATIONS
Academic: Post-graduate degree in Public Health or a related field.
Professional Experience:
- Minimum 5+ years of relevant experience in Public Health Prefer works with NTEP and private sector engagement.
- Advanced problem solving, analytical, and quantitative skills, including significant experience working with Excel. Ability to select the right tool for analyses e.g. quick analyses using MS Excel, or more detailed analyses using statistical software such as R, SAS, STATA, ARC GIS would be added advantage

CRITICAL COMPETENCIES
Conceptual and Analytical Skills:
- Excellent technical knowledge in Infectious disease including TB. Familiar with the organization and functions of the state and local public health systems.
- Work independently on complex projects and proactively manage project with minimal supervision.
- Experience in strengthening the programmatic capacity of an organization, particularly in infectious disease.
- Experience in developing innovative proposal will be added advantage.
Leadership and Management:
- Demonstrated leadership and managerial experience, preferably in a government setting.
- Experience building relationships and working with multi-disciplinary state and division level teams, Government officials and external partners.
Communication Skills
- Excellent written and oral communication skills, including strong presentation, persuasive ability, and report writing.
- Capacity to deliver complex messages to various audiences.
- Proven ability to conceptualize, analyze, innovate, plan and execute ideas.
