Jhpiego is hiring for the position of Senior Program Officer (PO) – for its comprehensive primary healthcare strengthening project for Uttarakhand. Representing Jhpiego at state level, the SPO will work in close coordination with State level government functionaries and administrators to ensure timely provision of technical assistance to the state and district level strengthening of Ayushman Arogya Mandir (AAMs).
This position requires technical expertise, public health experience, strong coordination skills, understanding of Indian public health system and ability to develop positive, professional working relationships with various government counterparts and other development partners. This position reports to the PMU Lead .
Responsibilities:
• Collaborate with state teams to develop roadmaps, operational strategies, and financial proposals for the strengthening of Ayushman Arogya Mandir (AAMs) in alignment with Government of India’s Comprehensive Primary Healthcare (CPHC) guidelines.
• Provide continuous technical and operational support to the State PMU for effective planning, implementation, and monitoring of CPHC-related activities
• Assist the PMU in reviewing state-level policies, guidelines, and administrative decisions related to CPHC, Ayushman Arogya Mandirs, HRH, training, and service delivery strengthening
• Engage and coordinate with government counterparts and relevant stakeholders to plan and implement initiatives aimed at strengthening Ayushman Arogya Mandirs across intervention districts.
• Develop essential program documents, including situation analyses, assessment and gap analysis reports, procurement plans, and other technical deliverables tailored to program needs and local contexts.
• Support the PMU in developing and managing dashboards, monitoring frameworks, progress trackers, and performance review tools to streamline data-driven decision-making.
• Support State officials in preparing financial proposals for AAMs and ensure their integration into the state’s National Health Mission (NHM) Program Implementation Plan (PIP).
• Assist in organizing state-level consultations, review meetings, workshops, trainings, and exposure visits to build capacity of district teams.
• Prepare policy briefs, presentations, technical notes, and progress updates for senior officials, review missions, and donor reporting.
• Provide operational oversight to ensure adherence to timelines, quality standards, and reporting requirements as expected by the State PMU.
• Work closely with the supervisor to set program priorities, guide strategic directions, and respond to technical support requests from State Health authorities.
• Represent Jhpiego in State and district forums involving government departments and international development partners.
• Undertake additional tasks assigned by the supervisor to support the achievement of overall organizational goals.
Abilities/Skills:
• Strong written and oral communication skills in English and Hindi. Knowledge of the regional languages would be an added advantage
• Direct experience of independently liaising with government health functionaries, district level administrators and other development partners
• Proficiency in writing technical and programmatic documents such as operational guidelines, assessment reports, training materials, program reports etc.
• Technically proficient with up to date skills required for the assigned task
• Ability to handle a variety of assignments under pressure of deadlines
• Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint and Outlook
• Ability to travel up to 50% of his/her time
Qualifications/Knowledge and Experience:
• MBBS/ BDS/ BAMS/ BHMS/ B.Sc. Nursing is preferred with master’s in public health (MPH), Diploma in Public Health (DPH) or Post graduation in Health Management
• 5-7 years of experience of working with government programs and systems for large scale public health programs especially health systems strengthening interventions such as CPHC
• Knowledge of latest GoI CPHC, NCD and EPS guidelines, program management, Program Implementation plan (PIP) process and PIP development
• Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies—particularly Ayushman Bharat and National Health Mission
