The Advisor - Research and Learning will support the designing, implementing, and managing of the Monitoring, Evaluation, Research and Strategic Information systems for large-scale HIV and public health programs, aligned with donor priorities (PEPFAR, CDC, HRSA, GFATM) and national priorities (NACO, SACS, MoHFW). This position will report to Senior Advisor, MERL
Key Responsibilities:
Strategic Information, Research, and Evaluation:
• Provide technical assistance to NACO, SACS, and other stakeholders on strengthening strategic information initiatives, operational research, and program data analysis.
• Support the design, implementation, and management of studies, evaluations, and assessments under the HIV portfolio, aligned with project evaluation and learning plans.
• Draft research protocols, determination request forms, and develop/adapt data collection tools in coordination with program teams and external evaluators/partners.
• Support in obtaining required regulatory and ethical approvals for conducting studies/evaluations/assessments, and maintain regulatory binders for all research activities.
• Undertake regular field visits with the MEL Lead to review monitoring systems at facility and community levels, identify areas of improvement, and ensure high-quality data capture.
• Liaise with regional and national research institutes and other partners for collaborative research studies and evidence generation.
Data Analysis and Evidence Generation:
• Conduct mandatory analysis of program/project data on a monthly/quarterly basis to meet donor requirements and program learning needs.
• Use advanced statistical methods and specialized tools to interpret quantitative and qualitative data, identify patterns, and uncover epidemiological trends.
• Drive innovations in digital health solutions (e.g., alert systems, predictive models, dashboards) to strengthen HIV program monitoring and improvements.
• Synthesize findings from program implementation using secondary data, routine program data, and evaluation data.
• Ensure that all data management practices adhere to data confidentiality and ethical standards as mandated by the Government of India and Jhpiego.
Knowledge Management and Learning:
• Compile and maintain repositories of relevant research studies, literature, and program data to inform program learning.
• Work closely with the Knowledge Management team to document project reports, best practices, success stories, and develop fact sheets for strategic dissemination.
• Develop technical briefs, research compendiums, and publish program reports to inform national and global policy and practice.
Capacity Building and Dissemination:
• Build capacities of team members and state partners in research methods, data analysis, and scientific writing.
• Support/lead drafting of scientific manuscripts, abstracts, and technical reports, ensuring timely submission to peer-reviewed journals and scientific conferences.
• Facilitate dissemination of research findings through national/international conferences, stakeholder meetings, and technical forums.
Data Quality and Compliance:
• Establish and oversee systems to ensure compliance with ethical standards, donor requirements, and organizational data compliance requirements.
• Periodically track progress of ongoing studies/evaluations to ensure data quality, audit readiness, and adherence to agreed protocols and timelines
Abilities/Skills:
• Good analytical and scientific writing skills.
• Ability to analyze quantitative data using standard softwares like SPSS/STATA/R. Ability to use qualitative data analysis softwares will be an added advantage.
• Excellent oral and written communication skills.
• Comfortable with working in a multicultural team.
• Fluency in spoken and written English and Hindi are required. Proficiency in writing and editing reports and documents.
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations.
• Excellent organizational skills.
• Ability to travel as needed.
Required Qualifications:
1. Master degree (preferably PhD, not essential) in Public Health/Population Studies/Statistics/Health Statistics or related subjects
2. At least 5 years of relevant professional experience of working with National or International HIV/AIDS public health programs especially in the field of Monitoring, Evaluation, Research and Data Analysis related activities
3. Existing publications in international peer reviewed journals, presentations at international public health related conferences of repute.
4. Understanding of global health, India’s public health structures and functions, and development approaches with willingness to learn.
5. Experience working in collaboration with the Indian Government and International Public Health agencies.
6. Experience working with US donor-funded programs, and PEPFAR is desirable
