IHAT PURPOSE AND PRIORITIES
India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has been working closely with the Government of India and state governments, including Karnataka, Uttar Pradesh, Madhya Pradesh, Bihar, Rajasthan and Delhi to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
 
ROLE PURPOSE
 
Divisional Coordinator will support technical aspects of the program with a particular focus on the First Referral Unit (FRUs) operationalization and strengthening, to improve the availability and quality of maternal, neonatal and child health related services within health facilities. This would primarily involve supportive supervision and mentoring to service providers of FRUs by establishing and facilitating operationalisation of Regional Resource Training Centre (RRTC) within identified Medical College and coordination with these RRTCs to enhance competencies and confidence of doctors and health-care teams in District Hospitals & other FRUs.
 
DIMENSIONS OF THE ROLE
 
1. Coordination & Planning:
  • Act as the divisional focal point for Regional Resource Training Centers (RRTCs)/Medical College Mentoring Model to pro-actively implement the model in FRUs in respective divisions of the state of Madhya Pradesh (MP).
  • Coordinate with Dean Medical College, Heads of Departments and faculty of Obstetrics & Gynecology, Pediatrics and Preventive & Social Medicine (PSM) & other departments as & when required.
  • Work closely and establish liaison with the Regional Director, District Collector, Chief Medical Health Officer, and Chief Surgeons of the districts and BMOs/CBMOs, on setting program priorities and directions, and respond to requests from Department of Public Health & Medical Education Government of MP.
2. Mentorship & Capacity Building:
  • Provide technical inputs in the FRU strengthening and prepare action plans accordingly for First Referral Units (FRUs) in coordination with Regional & District Health Administration (CMHO / CS)
  • Engage and coordinate with medical colleges / universities to develop them as Regional Resource Training Centers (RRTCs) to provide mentorship to selected FRUs.
  • Facilitate and coordinate for the Divisional, District workshops / trainings
  • Plan regular mentoring visits to the First Referral Units (FRUs) with the medical college team as per the program plan.
  • Organize and facilitate trainings, workshops and events / meetings, at Regional/divisional level and medical college.
  • Facilitate project activities including workshop planning and technical materials availability to ensure smooth implementation.
3. Monitoring & Supportive Supervision:
  • Comprehensive data analysis for program support
  • Compile and analyze data related to key FRU performance indicators and share insights with the team at organization, medical college, regional and district level.
  • Conduct district level health-facility mapping and profiling, using primary data collection & existing data sources and share results with Regional, Medical College and to the Senior Leadership within organization.
  • Conduct field visits on a frequent basis to support the implementation of the mentoring model, monitor its implementation and evaluate its outcomes using technical and facility level scoring matrixes.
  • Conduct quarterly review meeting within medical college and participate and / or attend meetings at State & Regional levels.
  • Providing technical guidance to team members to build capacity and support in the programmatic interventions.
4. Documentation & Reporting:
  • Maintain detailed records of mentorship visits, action plans, and follow-ups at FRUs.
  • Prepare monthly, quarterly, and annual reports on divisional-level activities and outcomes.
  • Participate in development, preparation, and dissemination / publication of technical papers, documents, and reports.
  • Identify, document, and disseminate lessons learnt and best practices from implementation related to interventions.
5.   Additional Responsibilities:
  • Any other work assigned by the line manager.
QUALIFICATIONS
 
Experience:
  • Medical / Para Medical graduate (BDS/AYUSH/BPT etc) and non-medical with post-graduate degree in public health / Masters in Public Health / Health Administration or Hospital Management.
  • Medical - Minimum 7+ years of relevant experience in the areas of Maternal, new-born & Child Health and Non-medical - minimum 10+ years of experience in public health in the areas of maternal, new-born & child health.
  • Adept at FRU and MNCH service delivery data and quality indicators
  • Experience in health programme strategies, including facility interventions & working with government and international organizations/bilateral agencies.
  • Experience of working and engaging with academic and public health faculty at  Medical College(s) will be preferred.

  • Experience in activity planning processes for organizations.
  • Strengthening the programmatic capacity of an organization, particularly in facility interventions and systems development.
Leadership and Management:
  • Demonstrated leadership and managerial experience, preferably in a healthcare setting.
  • Experience in building relationships and working with multi-disciplinary state and division level teams, Government officials and external partners.
Communication Skills:
  • Excellent written and oral communication skills, including strong presentation, persuasive ability, and report writing in English and Hindi.
  • Capacity to deliver complex messages to various audiences.
  • Proven ability to conceptualize, analyze, innovate, plan and execute ideas.
