About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.
About the Project: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division (CTD), will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.
SAATHII seeks the services of one Senior M&E Officer to be part of its Principal Recipient (PR) team for TB project implementation through SR partners in seven states, in coordination with CTD and State TB Offices.
Specific Job Responsibilities of the Senior M&E Officer:
The Senior M&E Officer will support the project monitoring functions and management of the MIS for both the pediatric TB and ACF components as assigned. The major responsibilities include:
• Implement the monitoring functions of the project and maintenance of the project MIS
• Support the M&E team in development of M&E framework and log frame, and its implementation
• Support design, field testing and finalization of data collection tools and formats
• Ensure the data management of the project and data analysis activities under the guidance of senior M&E team members
• Carry out routine analysis of project data and provide performance feedback to the PR team and SR partners
• Conduct MIS assessments to identify problems and to test solutions
• Coordinate with the IT Help Desk to address any MIS related issues reported/identified in the implementation sites; and Coordinate with IT Manager to develop in-house application as required
• Carryout Routine Data Quality Assurance (RDQA) and provide feedback to the SR teams
• Support in designing and implementing capacity building initiatives for the SR implementation teams, including periodic training sessions and onsite mentoring of SR M&E officers
• Ensure strengthening of program monitoring and it’s alignment with state priorities
• Coordinating with multiple agencies (Government & NGOs) to advance M&E activities
• Support in preparation of reports to be submitted to funding agency (GFATM), CTD, and organisation leadership
• Maintenance of documentation related to M&E activities for compliance including monthly and quarterly partner reports, meeting reports etc.
• Assisting the PR team members on all M&E activities as directed
• Any additional responsibilities as per the project requirements
Qualifications and Skills:
• Graduate in statistics, computer science, demography, sociology or allied field with quantitative analysis training skills;
• Having a minimum of three years of relevant experience in health and development sector areas as M&E officer, preferably at the national level.
• Knowledge and experience in TB, Nikshay and child health programs will be an advantage and preferred
• Experience in developing data collection tools, primary data collection, conducting interviews, data entry and data management activities and having analytical skills for carrying out data analysis
• Sound computer skills, including use of Internet and MS Office™ software, advance use of excel, software such as Google Appsheet, EpiInfo, CSPro, and data visualisation tool Looker studio, powerBI and analytical tool preferably one statistical package (SPSS preferred)
• Excellent oral and written communication skills in English, and working knowledge of Hindi and a southern Indian language
• Willingness to travel 10 to 15 days a month to implementation states
• Ability to work independently and as a team player in a complex, multicultural environment
• Knowledge of qualitative research and process evaluation techniques will be an added advantage
SAATHII works on first, third and fifth Saturdays in a month
