Project Background
The CRVS Improvement project supports in improving the registration of births and deaths, enhancing the quality of cause of death information for both facility- and home-based events, and improving the timeliness of vital statistics reporting. The project works to strengthen the production and use of vital statistics for effective public health decision-making.
The Data Impact project support use data and evidence in public health policymaking. The project provides tailored, output-oriented support to strengthen capabilities in data utilization, aiming to improve public health outcomes.
For the above-mentioned project, we are seeking a consultant to provide expert technical support for strengthening Civil Registration and Vital Statistics (CRVS) systems and improving the production and use of vital statistics across selected countries. The consultant will provide strategic and technical guidance on CRVS system strengthening, including support for vital statistics production processes, development of technical guidance and resources, and activities such as training workshops and mentoring of technical teams.
The consultant will also support the CRVS improvement activities, including providing technical inputs on vital statistics reports, supporting data analysis, and contributing to the development of strategic and action plans related to CRVS and vital statistics systems.
The consultant will work closely with project teams and will report to the country leads responsible for the CRVS Improvement and the Data Impact projects
Project Objective: The purpose of this project is to provide technical consultancy support in selected Asian countries to strengthen Civil Registration and Vital Statistics (CRVS) systems and improve the production and use of vital statistics. The consultancy will support through technical guidance, training workshops, data analytics, and the development and review of vital statistics reports.
The work will also support key CRVS system strengthening areas, including the development of performance review indicators, improvement of CRVS business processes, strengthening of and enhancement of Health–Civil Registration (Health–CR) linkages. The overall objective is to strengthen national agencies to produce and use high-quality vital statistics for evidence-based policy and decision-making.
The scope of work will include the following activities:
The consultant will provide strategic and technical support to strengthen Civil Registration and Vital Statistics (CRVS) systems and the production and use of vital statistics under the Data Impact and CRVS Improvement Projects.
Thought partnership and advice on global and country-level guidance and resources for vital statistics improvement globally or in specific countries as required:
• Provide technical assistance related to the updation, orientation of the Technical Guidance for Improving the Vital Statistics Business Process improvement.
• Provide technical assistance on the CRVS data use course and vital statistics system and report production.
• Development of the VS Strategic and Action Plan.
• Review draft and final vital statistics report and provide technical input and feedback, attending any meetings as required.
Contribute thought partnership and advice on the design of global and country-level guidance and resources for CRVS improvement; and act as a mentor, coach and thought partner to TAs and other members of the CRVS team in the following manner:
• Provide strategic and cross-intervention support to TAs and other members of the CRVS team during work planning and implementation of activities.
• Support the TAs and other members of the CRVS team in the provision of technical assistance and to troubleshoot any challenges arising during implementation.
• Support dissemination of CRVS related technical messages with graphic design, illustrations or other communication support.
Deliverables:
• Post VSBPM workshop survey – Provide technical input for the post workshop questionnaire. Also provide inputs to analysis of the result of the survey.
• Review Indonesia vital statistics report and provide detailed feedback to BPS.
• Review Vietnam draft and final vital statistics report and provide technical input and feedback, attending any meetings as required.
• Review Cambodia Vital Statistics survey report.
• Finalizing technical note for Bangladesh.
• Thought partnership and advice on the design of global guidance and resources for CRVS improvement.
• Advice on the design of country-level resources for CRVS improvement.
• Support dissemination of CRVS related technical messages with graphic design, illustrations or other communication support.
• Participate in field missions and in-person discussions with stakeholders and/or organize trainings/workshops.
Qualifications:
• Advanced degree in public health, statistics, demography, epidemiology, or a related field.
• At least 15-20 years of professional experience in Civil Registration and Vital Statistics (CRVS), vital statistics systems.
• Demonstrated experience working at the global level with United Nations agencies and international development partners.
• Extensive experience providing technical assistance and advice to governments on CRVS systems strengthening and vital statistics production.
• Strong experience in training, data analysis, and development of technical guidance and reports.
Duration: The consultancy will be for a period of 12 months and may be extended subject to the availability of funding and project requirements.
