The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCFs mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare, and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.

Program Overview:
With an estimated annual mortality of ~911,800 and an incidence of more than 1.4 million new cases in 2022 (source: Globocan), cancer has rapidly grown into one of the leading drivers of mortality and morbidity in India. Cervical cancer, with an annual mortality of ~79,000 and an incidence of ~127,500 (source: Globocan, 2022), is the second most common cancer among women in India. Approximately 90% of cervical cancer cases are detected at a late (stage III and above), leading to a high Mortality Incidence Ratio (MIR of more than 60%). The five-year survival rate for early-stage cervical cancer is 73.2%, whereas the prognosis for advanced stage is poor, with five-year survival rate at 7.9%. Low awareness, limited availability of trained human resources and technology for treatment, broken referral systems and inadequate monitoring are key barriers in access to quality cancer care.
 
WJCF has initiated a program on secondary prevention of cervical cancer through improving access to screening and pre-cancer treatment services. The program will be implemented in the state of Rajasthan, where WJCF will support the state government:
  • Ensure readiness of facilities for cervical cancer screening and pre-cancer treatment services
  • Strengthen capacity to deliver screening and pre-cancer treatment services
  • Expand and decentralise access to pre-cancer treatment
  • Strengthening reporting and referral mechanisms to improve access to care
  • Create community level awareness with the objective of mobilizing beneficiaries for screening
Position summary:
WJCF is looking for an experienced, highly motivated candidate with experience of leading field operations in the public health sector for the position of Program Coordinator, Cervical Cancer Program. The Program Coordinator will actively implement, support, and monitor programmatic activities, including assessment of public health facilities, understanding continuum of care for cervical cancer screening and pre-cancer treatment services, and engage with a diverse range of stakeholders at the state and district levels, with the objective of identifying, designing, implementing, and monitoring uptake of interventions to improve access to cervical cancer screening and pre-cancer treatment services. Responsibilities:
  • In consultation with state/national program, define local / district level plans to catalyse delivery and uptake of cervical cancer prevention services.
  • Develop a field plan, in consultation with the WJCF program team, and undertake field visits to review and monitor program implementation.
  • Under the guidance of State program team, liaise with stakeholders and support execution of key interventions.
  • Liaise with senior government officials at divisional, district and block levels to understand issues and concerns, impediments to the program and potential risks. Engage with the WJCF team to share field specific issues and challenges and identify and implement mitigation measures for effective program implementation. 
  • Support district administration / relevant stakeholders with drafting supporting documents/letters/orders, as required.
  • Conduct data quality audits at regular intervals through inspection of manual records and physical commodities.
  • Ensure timely reporting of accurate/reliable data in respect to field activities and operations; and review, provide feedback, and support interventions to sustain and drive uptake of cervical cancer prevention services.
  • Prepare and share periodic progress reports to inform the overall program and the state administration in monitoring service delivery and uptake.
  • Undertake and perform any other activities may be advised or instructed by the WJCF program team as and when required.
Qualifications:
  • Minimum 5 years of experience in public health, preferably in the field of non-communicable diseases
  • Graduate Degree in Economics, Sociology, Social Work, Business Administration, Public Policy, or related fields.
  • Strong government liaising and stakeholder management skills.
  • Ability to absorb and synthesize a broad range of information, including technical information, and prepare presentations and reports.
  • Proficiency in Microsoft Excel, PowerPoint, and Word.
  • Strong oral and written communication; ability to effectively communicate with government stakeholders.
  • Fluency in English and Hindi.
  • Willingness to travel extensively within the state and across other identified states.
