Location: Delhi

An international non-governmental organization seeking highly motivated Director – Finance & Operations

Reporting to: Deputy Country Director

Functional Coordination: Global Operations, Finance, and IT teams at US HQ

Role Purpose:
The Director – Finance & Operations leads and oversees Finance, Administration, Procurement, and IT functions for India office, ensuring efficient operations, strong internal controls, regulatory compliance, and alignment with global systems and policies. The role holds overall accountability for operational performance, risk management, and compliance, with structured oversight of state office operations in line with local statutory and donor requirements.

Key Responsibilities:
Strategic Leadership:
• Provide strategic leadership for Finance, Administration, Procurement, and IT
• Ensure operational systems are scalable and able to support program growth and complexity
• Serve as the key operational liaison with Headquarters on policy implementation, reporting, and compliance matters.

Finance, Accounting & Grants Management:
• Ensure efficient and compliant financial operations aligned with global policies, donor requirements, and local laws
• Oversee budgeting, forecasting, expense accounting, and consolidated financial reporting
• Review financial reports for country leadership, donors, and external stakeholders
• Oversee large procurements, contracts, and sub-awards in alignment with HQ requirements
• Coordinate statutory, donor, and global audits and ensure closure of findings
• Liaise with auditors, tax advisors, and external firms to ensure compliance

Administration & Procurement :
• Provide strategic oversight of administration and procurement functions
• Ensure transparent and compliant procurement and vendor management
• Review and approve high-value and high-risk procurements
• Ensure efficient office administration, travel, facilities, assets, and vendor payments
• Ensure consistent admin and procurement support across state offices

Information Technology & Systems:
• Ensure implementation and effective use of systems and platforms
• Oversee IT infrastructure, data protection, cybersecurity, and continuity planning
• Coordinate system upgrades and integrations with global IT teams

Compliance & Risk Management:
• Lead compliance & risk management for the organization
• Identify and mitigate financial, operational, and compliance risks
• Maintain risk registers and mitigation plans
• Oversee audits and fraud prevention systems
• Maintain strong internal control systems aligned with global frameworks, guidelines, manuals & sector best practices
• Ensure full compliance with organizational policies, donor mandates & statutory & regulatory requirements for INGOs operating in India

State Office Oversight:
• Ensure smooth functioning and consistency of finance and operations in state offices through functional leadership
• Review consolidated state performance, have escalation matrix & SOPs in place for all functions including SOPs, address escalated issues.

People Leadership & Capacity Building:
• Lead and mentor direct reports
• Build staff capacity on finance, procurement, and compliance systems
• Ensure orientation of staff on operational policies and procedures
• Foster a culture of accountability, service orientation, and compliance across operations.
• Build leadership depth by mentoring direct reports, managing performance, and supporting their professional growth to enhance team effectiveness.

Qualifications & Experience:
• Postgraduate qualification in Finance, Accounting, Business Administration, or Management
• Professional qualification (CA) strongly preferred
• 15–20 years of progressive operations or finance leadership experience
• Experience working in branch/country offices of INGOs
• Strong experience with donor-funded programs and audits

Key Competencies:

• Strong understanding of global compliance frameworks, sector best practices and local regulations
• Ability to operate in matrixed environments
• High integrity, risk awareness, and attention to detail
• Strong leadership and stakeholder management skills
