About the project:
 
The objective of this assignment is to provide technical expertise and strategic support to state governments in strengthening the "Free Drug Initiative" and procurement-supply chain of drugs under national programs. The incumbent will be placed in NHSRC, New Delhi and would be expected to coordinate and facilitate the implementation of the Free Drugs Initiative in the states, which would encompass handholding the states during the roll out and managing the operational issues faced during the implementation.
Job Description
Expected role of the incumbent is multi-dimensional and are summarised below –
 
Procurement and supply chain process strengthening
  • Review the existing procurements and supply chain management systems in the states/country and identification of areas of improvement.
  • Review Essential Medicine Lists (EML) of different level of public health facilities for alignment with national program guidelines/protocol and IPHS Standards.
  • Assist states in forecasting, budgeting, and optimal utilization of budget under ‘Free drug scheme’ and other national programs with focus on MNCH and NCDs.
  • Financial analysis of the budget proposed by the state in PIP, approvals in ROP, and utilization by the state.
  • Provide technical assistance to states for procurement process refinement for timely sourcing of essential drugs and supply disruption risk management.
  • Assess warehouse infrastructure (space, equipments and storage conditions) and provide inputs for optimal utilization of existing set-up and making it future ready.
  • Provide technical support to states for establishing stewardship models like engagement of 3rd party logistics provider, collaborations with public and private sector players like Indian postal services/ FMCG supply chains etc. for seamless last-mile drug delivery system up-to HWCs.
  • Identify and disseminate best practices and innovations in drug procurement and logistics management for cross learning and knowledge sharing among the states.
  • Identify training needs and facilitate initiatives for capacity-building support to state government officials and healthcare staff involved in drug procurement and supply chain.
 
Technical assistance for Strengthening IT systems/solutions.
  • To assist states and MoHFW in adoption/customization of the IT based inventory management system developed by CDAC/NIC e.g.: e-Aushadhi/ DVDMS etc.
  • Enhancing uptake of DVDMS in intervention states by improving the user experience and ease of navigation
  • Improve utility of supply chain data available in DVDMS system through action supportive alert/reports and dashboards for monitoring at state/national level.
  • Track and review the periodic data uploaded by the states on DVDMS.
  • Collect and analyse the data regarding drugs and logistics systems provided by the states. 
Quality assurance:
  • Provide technical input in improving sourcing of quality drugs (including packaging and labelling standards) and creating a system for reporting of drug quality complaints and adverse drug reaction.
  • Monitoring non-conformance to quality standards in the drugs procured by state govts. or supplied to GoI and maintain database with details of the non-conformance including quality issue, drug, supplier/manufacturer etc.
Misc: Any other function, as allotted by Advisor – Quality & Patient Safety.
 
Qualifications & Experience
Consultant - Drugs and Logistics should possess the following qualifications and experience:
  • A full-time postgraduate degree in pharmacy, with at least 5 years of relevant experience of experience in Drug Procurement/ Supply chain Management/Quality assurance. 
  • or
  • B. Pharm with 7 years of relevant experience of experience in Drug Procurement/ Supply chain Management/Quality assurance. 
  • Sound knowledge on public procurement framework and logistics Management Information Systems
  • Excellent analytical, communication, and interpersonal skills.
  • Proficiency in MS Office package.
Note :-
  • Previous experience of working with related to state medical corporations shall be preferred.
  • Only shortlisted candidates will be called for an interview.
  • Incumbent is expected to have excellent writing skills and language proficiency, for which a screening test may be administered.
