About the Project:
In India, unified and collective action is crucial in the fight against TB. With millions affected annually, a collaborative approach that leverages diverse expertise is essential. The Union proposes to work in close collaboration with Central TB Division, Ministry of Health & Family Welfare, GoI and NTEP State and district program managers in the State of Chhattisgarh and Punjab for a period of eleven months through a donor funded project.
The project proposes to pilot innovations for improving access to facility-based and home-based Tuberculosis Preventive Treatment (TPT) services within private health facilities, with a focus on multi-specialty/corporate hospitals, chemists and laboratories. The scope involves implementing and evaluating integrated service delivery models to improve TB prevention and treatment completion outcomes. The expected outcome is to develop a sustainable, costed system that generates increased demand for TPT and achieves a high treatment completion rate.
The project will build coordination system between NTEP and private health facilities for initial engagement, capacity building, and streamlining service delivery. The intervention will include the functioning of the concept of "TPT Centers" on a pilot basis within selected multi-specialty/corporate hospitals or jointly the private hospital & laboratories to offer a comprehensive TPT service for the close contacts of the TB patients notified in the private sector, deploying a standardized TPT cascade, including screening, initiation, and follow-up. The staff will activate a secure supply chain mechanism to distribute TPT to the TPT Centers/ Chemists and doorstep delivery of NTEP-provided, free TPT medications to beneficiaries and conduct comprehensive upskilling and capacity-building through orientation sessions for diverse private healthcare providers, addressing knowledge gaps on TPT eligibility, assessment, and scientific updates. The goal of the proposed project is to achieve at least 80% screening and testing coverage of eligible Household Contacts (HHCs) of people with TB, notified from the private sector and more than 90% treatment completion rate among those who are initiated on TPT.
About the position:
The Project Manager will be placed at National level and would have a dual responsibility of technical guidance and Monitoring, Learning and Evaluation (MLE) to ensure smooth implementation of the donor supported project on TB preventive services in household contacts of People with TB treated in private sector in the State of Chhattisgarh and Punjab according to the project plan and in coordination with the NTEP. Project Manager will report to the Project Lead and will be placed at Delhi.

Key Responsibilities:
• Establish and maintain strong working relationships with relevant government officials and stakeholders at the state and district levels.
• Provide technical support for the development of training material, ensure quality and standards of content, conduct trainings of the relevant project staff and follow up trainees and support and supervise implementation of best practices.
• Design M&E frameworks, track KPIs, and facilitate learning to enhance program quality
• Track program progress through field visits, data analysis, and compiling progress reports for donors and management
• Develop tools for data collection and providing training to field teams.
• Supervise and support the State Technical Leads of the Union allocated for each state and ensure that the
o Project activities are implemented as per the project plan and the technical and operational guidelines (TOG).
o Project outcomes are delivered as agreed in the performance framework
o STLs coordinate closely with programme managers and other relevant NTEP staff at the state and district levels.
o STLs compile and submit the routine reports as per the prescribe timelines.
• Analyse the reports submitted by the and give necessary feedback within the prescribed timeline.
• Undertake regular meetings and/or conference calls with the STLs to review the project performance and discuss and resolve issues
• Undertake grant monitoring visits in coordination with the finance team to oversee, review and verify the project activities conducted by the STLs and field teams and submit a detailed management letter within prescribed timeline stating the key observations and recommendations.
• Follow up with the STLs and ensure necessary action is taken on the recommendations.
• Prepare a risk assessment matrix for the allocated STLs in consultation with the Project Lead and identify major risk factors and possible solutions to mitigate them.
• Identify problems / challenges in project implementation faced by the field teams and report to the Project lead along with potential solutions.
• Coordinate and assist in the development of IEC material and other relevant documents for the project.
• Coordinate and actively participate in periodic review meetings of SRs and partners / stakeholders.
• Assist the State Technical Officers, and the field teams in the smooth implementation of the project activities.
• Coordinate with the National/State/District NTEP key staff, partners and other stakeholders.
• Participate in and represent the Union in national and international meetings as deputed.
• Contribute to development of innovative proposals to enhance and sustain the TB control efforts under the project
• Will be responsible for preparing the monthly reports for the donor.
• Perform other relevant duties as required by the Supervisor.
Qualification and Experience:
• MBBS/BDS/BAMS or any other health related field
• Postgraduate degree or diploma in public health is desirable in related field
• MBA (Hospital administration and management) will be an additional qualification
• At least 7-10 Years relevant and professional experience
• Experience of working with international donor funded projects related to national programs
• Experience of working with Central and State Government in public health programs
• Proficiency in data analysis software (e.g., Excel, SPSS, STATA, SQL) and field data collection tools (e.g., ODK, KoboToolbox).
• Capacity to work independently and collaboratively in a team environment with tact and diplomacy
• Experience in leading teams and their capacity building /mentoring with clear understanding and experience of project management.
• Proficient in delivering time-bound results with quality standards; ability to perform multi-task.
• An effective communicator with exceptional relationship management skills. Highly resourceful in networking with project partners and allied agencies.
• Willingness to travel within the State and country as required.
• Fluent written and spoken English.
• Knowledge of Hindi and at least one other Indian regional language would be an advantage.
• Strong oral and written communication, consultation and interpersonal skills.
• Proficiency in Microsoft Office package
Duration:
This position is offered as a fixed-term 11 months contract. Only candidates who can commit fully to the complete 11 month duration should apply.
