Both Technical and Financial bids should be in separate file.
The financial bid must be password protected.
The agency will have to provide the password only when the Committee will ask during the financial bid opening meeting.
If any agency fails to preset password or any agency includes their financial bid in technical documents, their bid will be rejected.

INSTRUCTIONS TO BIDDERS

Cost of Bid: The Bidder shall bear all costs associated with the preparation and submission of bid NRLPS in no case shall be responsible or liable for those costs, regardless of the conduct or outcome of the tender process.
The Bidder is expected to examine all instructions, forms, terms and conditions in the RFP document. Failure to furnish all information required by the RFP document or submission of a tender not substantially responsive to the RFP document in every respect will be at the Bidder’s risk and may result in rejection of the bid.
The Bidders shall not make or cause to be made by any alternation, erasure or obliteration to the text of the RFP document.
