Request for Proposal (RFP)
Development of Fellowship Curriculum on Child Protection, Family Strengthening & Community Practice
Issued by: Prerana, Mumbai
Project: Aashiyana
Issue Date: 17-04-26
Proposal Submission Deadline: 30-04-26
1. About the Organisation
Prerana is a Mumbai-based organisation working on child protection and anti-human trafficking. Through its programmes, Prerana works to prevent exploitation of children, strengthen families, and enable children to grow up in safe, supportive environments.
Aashiyana, Prerana’s family strengthening initiative, focuses on:
- Preventing unnecessary separation of children from families
- Supporting families through layered vulnerabilities
- Strengthening community-based protection systems
- Enabling safe reintegration and continuity of care
The programme is grounded in the Juvenile Justice (Care and Protection of Children) Act, 2015, with a strong emphasis on gatekeeping and family-based care.
2. Background & Context
Prerana is implementing a youth fellowship programme engaging young people (17–21 years) from urban low-income and marginalised communities as community-based child protection leaders.
Aligned with the Aashiyana approach, the fellowship positions youth as:
- Early identifiers of risk within communities
- Bridges between families and systems
- Support actors in strengthening family-based care
The fellowship emphasises that children often enter the system due to layered vulnerabilities (poverty, migration, lack of access, crisis) rather than intentional neglect. Therefore, responses must prioritise prevention, support, and strengthening families.
Prerana seeks to develop a structured, practice-driven curriculum, along with a mentorship framework, that reflects this approach.
3. Objective of the RFP
To design a field-informed, Aashiyana-aligned fellowship curriculum, integrated with a mentorship model, through close consultation with programme teams.
The curriculum should:
- Embed family strengthening and gatekeeping principles
- Reflect real pathways within the JJ system
- Enable youth to take safe, informed, and ethical action
- Be replicable across geographies while retaining contextual integrity
