Piramal Foundation, supports the government to transform the public healthcare system by building a robust digital delivery platform that ensures availability and accessibility of quality healthcare for all. Through this, we seek to enhance experiences of citizens in accessing government health services at the last mile.

The Techno Managerial Support (TMS) Project, funded by the Gates Foundation (GF), aims to strengthen the supply chain management systems for health commodities in Bihar. This project focuses on providing technical assistance and managerial support to the state health department and other relevant stakeholders to enhance the efficiency, effectiveness, and resilience of the supply chain. Key areas of intervention include improving forecasting and planning, optimizing warehousing and distribution, strengthening inventory management, enhancing data visibility and analytics, and building the capacity of supply chain personnel. The project adopts a collaborative approach, working closely with government counterparts and other partners to achieve sustainable and impactful improvements in the availability and accessibility of essential health supplies, ultimately contributing to better health outcomes of the citizens in the state.

The Program Manager – Supply Chain Management (PM-SCM) is responsible for strengthening and operationalizing end-to-end supply chain systems for health commodities across Bihar under the Bihar TMS project. The PM-SCM will provide technical and managerial support to the Bihar State Health Society (SHSB), Bihar Medical Services and Infrastructure Corporation Limited (BMSICL) to ensure uninterrupted, cost-effective availability of quality drugs, diagnostics, medical devices, and consumables at all health facilities—from state warehouses to district, block, PHC, and community levels. The role is pivotal to achieving better health outcomes through improved supply chain resilience, data visibility, and institutional capacity.

This role will be responsible for but not limited to the following:
• Lead and manage specific components or work streams within the supply chain management activities of the TMS project, ensuring alignment with overall project goals and timelines.
• Provide technical leadership and expertise in one or more key areas of supply chain management, such as strategic planning, procurement, warehousing, distribution, or information systems.
• Develop and implement detailed work plans, monitor progress against targets, and ensure timely delivery of outputs.
• Build and maintain strong relationships with key government counterparts at the state and district levels, as well as with other relevant stakeholders.
• Provide high-level technical assistance and capacity building support to government officials and other partners on complex supply chain issues.
• Lead the assessment of existing supply chain systems, conduct in-depth analysis of challenges and opportunities, and develop evidence-based recommendations for improvement.
• Oversee the design and implementation of innovative supply chain solutions, including the adoption of new technologies and best practices.
• Manage and mentor a team of junior staff or consultants working on assigned workstreams.
• Contribute to the development of project proposals, reports, and presentations for donors and stakeholders.
• Represent the project in relevant forums, workshops, and meetings.
• Ensure compliance with project policies, donor requirements, and national/state regulations.
• Contribute to the monitoring and evaluation of project impact, including the development of performance indicators and the analysis of project data.
• Undertake regular field visits to project sites to oversee implementation, provide technical guidance, and troubleshoot issues.
• Perform any other tasks as assigned by the Program Director.
• Oversee and guide various projects in Bihar wherein supply chain practices and systems are an important component
• Represent Piramal Swasthya in district reviews, and communicate TMS progress, challenges, and recommendations.

Experience required:
• Minimum of 5 to 7 years of experience in public health system or supply chain management or in Pharmaceutical sector or related field
• Demonstrated experience in managing teams and projects, including planning, budgeting, and monitoring.
• Proven track record of successful engagement and collaboration with government agencies and other stakeholders.

Essential Qualifications :
Bachelor's degree or PGD in Supply Chain Management, Logistics, Pharmacy, Public Health, Business Administration, or a related field.

Essential Skills:
• In-depth understanding of supply chain management principles, strategies, and best practices, particularly within the public health sector.
• Proven experience in managing and implementing complex supply chain initiatives, with demonstrable results.
• Strong analytical and problem-solving skills, including the ability to analyze complex data and develop strategic recommendations.
• Excellent leadership, management, and team-building skills, with experience in mentoring and supervising staff.
• Exceptional communication (written and verbal), presentation, and interpersonal skills, with the ability to effectively engage with high-level stakeholders.
• Proficiency in using MS Office Suite (Word, Excel, PowerPoint) and project management software.
• Fluency in English and Hindi.

Optional Skills:
• Familiarity with digital health solutions and their application in supply chain management.
• Experience in developing and delivering training programs for government officials and other stakeholders.
• Experience in research and evaluation related to supply chain performance.

Travel: 40-50% (primarily within Bihar)
