Job Purpose:

The Outreach Worker (ORW) is responsible for planning, implementing, and monitoring field-level outreach activities aimed at behaviour change and service uptake among high-risk groups (HRGs). The ORW supports Peer Educators, ensures service delivery, maintains records, and strengthens community engagement.

Key Responsibilities:
1. Planning & Implementation
Prepare and implement micro-plans for outreach activities at hotspots
Develop monthly action plans for service delivery
Ensure availability of essential commodities (condoms, needles/syringes, lubricants, IEC materials)
Identify areas with low service uptake and plan corrective actions
Facilitate outreach sessions, counselling, and clinical service linkages
2. Supervision & Monitoring
Supervise and support Peer Educators (PEs)
Conduct at least 20 field visits per month
Monitor outreach activities, referrals, and service delivery
Ensure maintenance of weekly diaries and monthly reports by PEs
Support crisis management and ensure coverage of new contacts
3. Community Engagement & Networking
Build rapport with target communities (HRGs)
Engage and coordinate with stakeholders and service providers
Support advocacy efforts for smooth programme implementation
Identify and mobilize volunteers and community members
4. Commodity & Supply Management
Assess demand and manage distribution of:
Condoms
Needles and syringes
Lubricants
Maintain stock and distribution records
Support establishment of social marketing outlets
Organize health camps and clinic services
5. Documentation & Reporting
Maintain records of:
Referrals and follow-ups
Stock registers
Outreach activities
Submit regular reports to the Project Manager
Coordinate with M&E staff for accurate data recording
Required Qualifications:
Minimum 8th standard education
Knowledge of local language and community
Preference for candidates from target communities
Experienced Peer Educators may be considered
Required Skills:
Strong communication and interpersonal skills
Teamwork and leadership ability
Basic data handling and report writing
Problem-solving and crisis management skills
Working Conditions:
Extensive fieldwork (minimum 20 days/month)
Work closely with community members and vulnerable groups
Flexible working hours as per field requirements
Key Performance Indicators (KPIs):
Coverage of target population
Increase in service uptake (HIV testing, counselling, etc.)
Quality of outreach and reporting
Effective supervision of Peer Educators
Timely submission of reports and data accuracy
