Request for Quotation- Provision of PRINCE2® Foundation Training and
Managing Successful Programmes (MSP®) Introduction
1. Background
The Coalition for Disaster Resilient Infrastructure (CDRI) is a global coalition committed to strengthening infrastructure resilience against climate and disaster risks. With 53 member countries and 12 partner organizations, it includes national governments, international bodies, and businesses collaborating to exchange knowledge, drive research, and invest in disaster resilient infrastructure. Members gain access to global expertise, funding, technical support, research opportunities, innovative solutions, and international best practices.
Headquartered in New Delhi, India, CDRI’s Secretariat holds the status of an International Organization.
CDRI’s mission is, by 2050, to drive US$10 trillion of new and existing infrastructure investments and services to be resilient to natural hazards and climate change through enhanced capacity, informed policy, planning, and management, thereby improving environmental quality, livelihoods, and overall well-being for more than 3 billion people worldwide.
2. The CDRI Strategic Delivery Programme
CDRI has commissioned the CDRI Strategic Delivery Programme to strengthen the Secretariat’s delivery capacity. The programme is implementing 26 recommendations from a comprehensive Blueprint assessment, organized into six work packages. The programme objective is to transition CDRI from an ad hoc management approach to a mature, professionalized delivery organization, targeting P3M3® Maturity Level 3 across key management perspectives.
The programme adopts a Capability-Led implementation strategy with a sequenced approach designed to build institutional discipline gradually:
- Phase 0: Cultural alignment through professional methodology training (the subject of this RFQ).
- Sequence 1: Management Control and Financial Governance.
- Sequence 2: Risk and Stakeholder Management.
- Sequence 3: Benefits Management and Strategic Alignment.
3. Purpose of Phase 0
Phase 0 is a critical enabler for the entire Strategic Delivery Programme. It focuses on generating awareness, excitement, and a shared management vocabulary across the Secretariat by introducing staff to professional P3M methodologies. The PeopleCert PRINCE2® and Managing Successful Programmes (MSP®) methodologies have been selected to establish a common language and build momentum for subsequent organizational change.
Training is provided to all delivery personnel. Certification (examination) will be offered selectively to staff identified for key roles within the Strategic Delivery Programme. This approach ensures broad awareness across the Secretariat while targeting certification investment where it will have the greatest impact on delivery capability.
This engagement directly supports Blueprint Recommendation 25 (P3M Incentives, Recognition and Growth of P3M Excellence) within Work Package 1: Professional Foundation.
4. Objective of this Assignment
CDRI seeks quotations from qualified and accredited training providers to deliver PRINCE2® Foundation training, an introduction to Managing Successful Programmes (MSP®), and a tailored contextualisation session for CDRI Secretariat delivery personnel at its offices in New Delhi, India.
The specific objectives of this engagement are:
- Deliver accredited, instructor-led PRINCE2® Foundation training to approximately 35 CDRI delivery staff across two cohorts.
- Provide PeopleCert PRINCE2® Foundation examination vouchers for approximately 10 selected participants.
- Deliver a half-day instructor-led introduction to Managing Successful Programmes (MSP®) to approximately 35 participants.
- Co-deliver, with the CDRI Senior P3M Advisor, a half-day session on tailoring and transferring PRINCE2 concepts to the CDRI operating context.
- Generate enthusiasm and momentum among staff for the broader Strategic Delivery Programme and establish a shared management vocabulary.
