Job Description- State Lead -Childcare Services– Telangana

Mobile Creches, (MC) a pioneer NGO, has been operational since 1969, providing childcare and health services to more than 15,000 children every year in the National Capital Region, through workplace and community-based crèches and daycare centres, every year.

MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on young children under six years in urban slums and children of migrant workers at construction sites. MC’s multi-pronged approach- providing childcare services to young children at worksites, urban slums, rural and tribal communities, working with parents and communities to amplify the ECCD agenda, enhancing linkages with government ECCD services, training the ECCD workforce, influencing government policies, promoting research in the field of ECCD, address both the short- and long-term needs of children. It is officially recognized as the National Creche agency by the government and is on the path of accelerating ECCD services for the children of marginalized communities by scaling up in partnership with the government and other players in civil society.

Department- Child Care Services

Designation: - State Lead -Childcare Services– Telangana

Position Overview:
The State Lead -Childcare Services– Telangana will spearhead Mobile Creches' initiative to operationalize and strengthen urban and rural creches for working mothers in Telangana. This role requires a dynamic leader with experience in government partnerships, NGO collaborations, and early childhood development. The Lead will oversee the execution of the different initiatives with Government and civil society organization in Telangana, ensuring that the objectives are met in alignment with Mobile Creches' mission and values.

Reporting to: - Thematic Lead - Child Care Services-Partnership, National Office

Reported by: - State Support and Program team, Telangana.

Educational Qualifications: master’s degree in social work, Social Studies, Public Health, MBA, Rural Management, or equivalent.

Total work Experience: Minimum of 8-12 years of experience in project management, government partnerships, and NGO collaboration, preferably in the field of early childhood development.

Essential Requirements: The candidate must be relocated to Telangana (Hyderabad) and must be willing to travel for at least 2-3 weeks in a month.

Age criteria: Must be in the age group 33 to 45 years.

Responsibilities: - Specific areas of responsibilities include but are not limited to:

Partnership Management:
• Lead and manage partnerships with the State Government of Telangana, and local NGO partners to implement the Early Childhood Care Program/Initiatives
• Maintain effective communication and collaboration with stakeholders, ensuring alignment of project/initiatives goals and objectives.

Technical Assistance and Advisory Support:
• Provide technical assistance to State Government department in implementing the Creches Project, offering expertise in early childhood education, health, nutrition, and safety.
• Lead a dedicated team based in Hyderabad to offer advisory support for the operationalization of creches across districts in Telangana.

Program Development:
• Assist in developing the Creche Model and guidelines, including programmatic and financial frameworks.
• Assist in creating the State training resource group.
• Promote responsive parenting and community involvement in creche operations.

Training and Capacity Building:
• Ensure Training of Trainers (TOT) sessions for government stakeholders, to develop the Telangana State resource group.
• Customized Information, Education, and Communication (IEC) materials, both digital and written, in the regional language for training resource group trainers and frontline workers.
• Plan, organize, manage and lead training and reporting – Plan, organize, conduct and document training workshops as per agreements with partners/ State. This will include the steps described below:
1. Prepping for training – Making/ adapting training agendas, sessions, syllabi as per contextual needs and for ensuring training proficiency. Finalizing the required training resources and material.
2. Coordinate with CSO partners, state and own organization internal teams for logistic arrangements related to training. Ensuring provision of training and centre set up material for the training.
3. Delivering training - delivering quality trainings complying with the principles of adult learning, for effective training of the frontline workers and the senior and mid-level ECD functionaries.
4. Documenting - reflecting and documenting post training. Finalizing and sharing reports/highlights of all training with CSO partners, MC Head office and the state government functionaries as required.

Monitoring and Evaluation:
• Develop and execute robust monitoring frameworks to ensure program milestones are met efficiently and effectively, managing resources and timelines diligently.
• Harness data analytics to monitor and report on program progress, employing advanced tools for comprehensive insights and informed decision-making.
• Organize regular participatory meetings with State and District level officials for ongoing collaboration and feedback.
• Facilitate infrastructure audits to ensure the development of child-friendly spaces for creches.

Compliance and Reporting:
• Ensure compliance with Mobile Creches’ safeguarding policy, maintaining child protection standards across all activities.
• Prepare and submit project reports, documentation, and updates as required by Mobile Creches and WDCW.

Stakeholder Engagement:
• Lead and orchestrate stakeholder meetings and events, fostering a collaborative platform for exchange, alignment, and decision-making, ensuring the program's objectives resonate across all involved parties.

• Strategic Thinking: Proven track record of implementing innovative solutions and best practices to achieve strategic objectives.
• Data Analysis and Program Monitoring: Proficient in data analysis and program monitoring, with experience using advanced data tools to derive strategic insights.
• Organizational and Leadership Skills: Excellent organizational, communication, and leadership abilities, capable of driving initiatives and building consensus among diverse groups.
• Reporting and Documentation: Strong reporting and documentation skills, ensuring accurate record-keeping and comprehensive reporting of project progress, outcomes, and challenges.
• Language Proficiency: Proficient in Telugu, both spoken and written, with excellent writing skills in English for clear and precise communication. Basic understanding of Hindi.
• Time Management: to work effectively under tight deadlines, demonstrating efficient time management and task prioritization to meet project goals and objectives.
