Welthungerhilfe (WHH) is a German, non-profit organisation working in the field of international development cooperation and emergency aid. The organisation is dedicated to achieving food security and addressing the root causes of poverty, and for over 55 years has supported voluntary and civil society partner organisations in rural India. 1.1 About the Project
Implemented from January 2022 to December 2026, IND 1389-Project CSO-LA/2021/429-110 was designed as a multi-state, multi-partner action to strengthen civil society capacity while enabling vulnerable households—particularly unorganized workers, migrants, women, youth, and tribal communities—to recover from the socio-economic impacts of COVID-19.
 
Operating across nine districts in Bihar, Jharkhand, and Chhattisgarh, Welthungerhilfe and its partners - Ghoghardiha Prakhand Swarajya Vikas Sangh (GPSVS), Life Education and Development Support (LEADS), and Prayog Samaj Sevi Sansthan, respectively, the project combined livelihood recovery, access to public entitlements, community governance, and policy engagement within a rights-based and systems-oriented framework.
 
1.2 Direct and Indirect Beneficiaries
 
DIRECT BENEFICIARIES
 
Skill Development: Over 12000 individuals trained participants in on farm and off-farm trades.
 
Access to Government Schemes: Over 140,000 households were linked to government schemes. 20 Help Desks were strengthened bringing the cumulative total to 21,386 complaints.
 
Awareness and Risk Communication: Over200, 000 individualswere reached awareness to safe migration, labour rights, entitlement literacy, and climate-resilient livelihoods.
 
Advocacy and Policy Engagement: During the reporting period, the project significantly consolidated its policy influence and institutional engagement efforts. Institutional partnerships expanded to over 30 formal collaborations across states, strengthening convergence on skill development and labour welfare.
 
1.3 Overall Objective (Impact)
To contribute to social protection of vulnerable sections most adversely affected by the impact of COVID-19 in India.
 
1.4 Project Goal (Outcome)
CSOs and affected local communities, particularly unorganized workers, have enhanced capacities and resilience to respond to the COVID-19 crisis through access to public entitlements, social safety nets and socioeconomic rehabilitation.
 
1.5 Project Outputs / Sub-targets
  • Skill development trainings are conducted for workers from the unorganized sector in collaboration with government and private sector programmes.
  • Vulnerable households are capacitated to access government programmes on food(PDS, ICDS.MDM), employment (MGNREGS), agriculture and allied sectors and social safety nets.
  • Risk communication campaigns and mitigation measures on COVID-19 are organized in collaboration with government.
  • Advocacy activities are undertaken for policy changes on rights of unorganized sector migrant workers (SDG 10, target 10.3, 10.4)

2.1 Purpose

 

High-quality documentation of policies, case studies, and project impact through comic books, videos, booklets and other innovative documents.
 

3. Users of the Evaluation Results
 
3.1 Primary users:

 

  • Unorganized and organized sector Migrant labourers
  • Welthungerhilfe (project and country office levels) for reporting, accountability, and learning
  • Welthungerhilfe Head Office for institutional evidence and strategic decision-making
  • Programme partners, and ecosystem actors, for improvement and learning
  • Donors and programme participants for accountability

      3.2 Secondary users:

  • Policy actors, sector networks, and ecosystem stakeholders engaged in skill-building and entrepreneurship.

4. Scope of the Assignment

 

  1. Creation of a Safe employment Comic book in Hindi & English for migrant workers. A policy document will be provided for reference.
  2. Documentation of case studies on beneficiaries from two states.
  3. An overall project impact video creation.
  4. Any other innovative documentation material on the project would be mutually decided-like video modules on Entrepreneurship trainings etc. 

5. Ethical Considerations

 

Consultant must:
  • Sign WHH Code of Conduct
  • Adhere to Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) principles
  • Ensure informed consent
  • Maintain confidentiality
  • Follow data protection standards
If ethical clearance is required, this must be organised prior to data collection.
The total expected duration of the evaluation is approximately 3 months (12–13 weeks) from the day of beginning.  

 7. Team Composition and Qualifications
 
The proposal should include details of the proposed team, including:
 
Mandatory:
  • A Team with 5+ years of experience in creative documentation like sketching characters for comic books, writing comic dialogues, experience of creating documentary and case studies
  • Experience with international development sector organization.
  • Experience of working in India

The technical part (max. 10 pages main text) includes:
  • Work plan: A clear and reasonable timeline of activities, aligned with the deliverables and ideally matching the overall deadlines mentioned in the ToR.
  • Team composition and roles: An overview of the proposed creative team, including individual roles, qualifications, relevant experience and an indication of whether the team has worked together in any capacity before.
  • Feasibility and risks: Reflections on potential challenges and mitigation measures for the documentation process.
  • Full CVs of the proposed team members, including references, should be attached
  • Examples of relevant previous assignments and, if publicly available, one relevant work sample for all the deliverables.
  • The financial part includes a proposed budget for the complete process (plus the respective taxes, if applicable). It should include information on the fees per working day and the number of working days, and any other expected costs (e.g. costs for logistics etc.) should be clearly indicated.
  • Proof of professional registration and taxation is also required.
