Role Summary
The Business Development & Bids Manager will lead business development initiatives and manage the end-to-end proposal development process for national and international consulting opportunities. The position is responsible for identifying new business opportunities, coordinating bid preparation, developing strategic partnerships, managing proposal submissions, and supporting VisionRI's growth across sectors such as infrastructure, energy, transport, urban development, water, climate resilience, governance, digital development, and social development.

Key Responsibilities
Business Development
  • Identify and track consulting opportunities from multilateral development banks, UN agencies, governments, and bilateral donors.
  • Develop and maintain opportunity pipelines aligned with VisionRI's strategic priorities.
  • Conduct market intelligence and competitor analysis.
  • Support expansion into new geographies and sectors.
  • Build relationships with clients, development partners, and consulting firms.
Bid & Proposal Management
  • Lead the end-to-end bid management process from opportunity identification to submission.
  • Review Expressions of Interest (EOIs), Requests for Proposals (RFPs), and Terms of Reference (TORs).
  • Prepare bid strategies, compliance matrices, and proposal plans.
  • Coordinate technical, financial, and administrative proposal inputs.
  • Ensure timely and high-quality submission of proposals.
Partnership & Consortium Development
  • Identify and engage strategic partners for joint bids.
  • Negotiate teaming arrangements and partnership agreements.
  • Coordinate consortium communications and proposal contributions.
  • Maintain a database of international and regional partners.
Proposal Writing & Quality Assurance
  • Prepare capability statements, company profiles, project references, and methodology sections.
  • Review proposal documents for quality, consistency, and compliance.
  • Develop standard proposal templates and knowledge repositories.
  • Ensure alignment with donor and client requirements.
Opportunity Monitoring & CRM
  • Monitor procurement portals and donor procurement notices.
  • Maintain business development databases and CRM systems.
  • Track bid outcomes and lessons learned.
  • Generate business development reports and pipeline forecasts.
Internal Coordination
  • Work closely with technical divisions, HR, finance, and management teams.
  • Coordinate staffing requirements with Talent Acquisition and technical experts.
  • Support contract negotiations and project handover processes.

Qualifications & Experience
 
Education
 
Master's Degree in:
  • Business Administration (MBA)
  • International Development

  • Engineering
  • Management or related field
Experience
 
5–8 years of experience in:
  • Business development
  • Proposal management
  • Consulting services
  • International development projects
Preferred Experience
