About the Assignment:
Alliance India is implementing a focused intervention in Mumbai to strengthen HIV prevention and care outcomes in line with NACP-V (2021–2026) and national goals of achieving 95–95–95.
Reporting & Coordination
- Reports to: State Technical Lead – Mumbai
- Will coordinate with:
- MDACS and ART Centres
- Alliance India program and SI teams
- Community Facilitators and facility staff
- Donor and technical partners, as required
Purpose of the Assignment:
The Program Officer: M&E will support monitoring, analysis, and use of program data across the HIV prevention and care continuum to track performance against 95–95–95 targets, strengthen accountability, and enable data-driven program improvements.
Key Responsibilities
The consultant will be responsible for the following:
- Support implementation of the project monitoring and evaluation framework in alignment with national HIV program indicators and reporting requirements.
- Track performance across the HIV cascade, including prevention outputs, HIV testing, linkage to ART, retention, and viral load suppression.
- Support routine data collection, collation, validation, and analysis from ART centres, ICTCs, TI partners, and community-based teams.
- Generate and review line-lists related to pre-ART LFU, LFU, viral load due, and unsuppressed clients to support timely program action.
- Work closely with program and facility teams to interpret data, identify gaps, and recommend corrective actions.
- Support site-level use of data for quality improvement, including monitoring of SIP-related indicators where applicable.
- Assist in strengthening documentation and reporting related to treatment continuity, recovery outcomes, and viral load monitoring.
- Contribute to preparation of monthly progress reports, presentations, and review notes for internal and external stakeholders.
- Participate in review meetings with MDACS, ART centres, and Alliance India teams, providing data-driven insights.
- Support data quality assessments, verification visits, and reconciliation of program records as required.
- Maintain organized and updated program databases, trackers, and dashboards, as applicable.
- Undertake field visits to facilities and community sites to support data verification and program monitoring.
- Coordinate with donor and technical partners on reporting and data-related requirements, as needed.
- Document lessons learnt, best practices, and program insights from an M&E perspective.
- Perform other responsibilities commensurate with the role, as assigned by the State Technical Lead or Alliance India.
Qualifications, Experience & Skills
Qualifications
- Graduate degree in public health, statistics, life sciences, social sciences, or a related field.
- Postgraduate qualification or formal training in Monitoring & Evaluation / Health Information Systems desirable.
Experience
- Minimum 3–5 years of experience in monitoring and evaluation of public health or HIV programs.
- Experience working with HIV cascade indicators, ART centre data, and national reporting systems preferred.
Skills & Competencies
- Strong understanding of HIV cascade, 95–95–95 framework, and national HIV indicators.
- Ability to analyse data and translate findings into actionable program recommendations.
- Proficiency in Excel and routine data analysis tools; dashboard experience an advantage.
- Strong documentation, presentation, and communication skills.
- Ability to work collaboratively with program, facility, and community teams.
The position requires a strong commitment to HIV/AIDS and Sexual and Reproductive health and civil society initiatives in India and a demonstrated interest in engaging with relevant issues.
