SECTION 1: LETTER OF INVITATION
United Nations Population Fund, hereinafter referred to as UNFPA hereby invites prospective proposers to submit a proposal following the General Conditions of Contract and the Terms of Reference as set out in this Request for Proposal (RFP).

If you are interested in submitting a proposal in response to this RFP, please prepare your proposal following the requirements and procedures set out in this RFP and submit it by the deadline for submission of proposals set out in Section 3: Data Sheet.

Tender Overview UNFPA is planning to engage an agency for the provision of services to design and operationalize a pooled funding facility, anchored within the global WomenX framework, that mobilizes diverse forms of capital from philanthropy, IFIs, governments, corporates and private sector. By deploying financing instruments including grants, blended financing, outcome-based payments, and other innovative mechanisms, the facility will build a women's health ecosystem that identifies and integrates tested solutions across priority areas. It will strategically address financing gaps to support scalable pilots, generate evidence for advocacy, and enable the adoption and integration of effective models within the public health system, advancing women's health, rights, and empowerment at scale,
It will also serve as a partnership platform, aligning government, donor, and private sector priorities with national strategies, while channeling capital efficiently to generate replicable models and evidence for the Global South.
