Program Manager - Women’s Livelihoods and Empowerment

Position Summary:
The Program Manager will provide overall leadership and management of Programs related to women’s livelihood empowerment, ensuring quality implementation, timely delivery of project activities, achievement of project outcomes, and compliance with donor and organizational requirements.
The Program Manager will lead a multidisciplinary team and coordinate with financial institutions, market actors, and community institutions while ensuring that the program remains community-centered and gender transformative.
The role requires strategic thinking, excellent planning skills, strong people management, partnership building, and sound knowledge of women's economic empowerment and livelihoods development.
Key Responsibilities:
1. Project Planning and Implementation:
• Lead overall planning, implementation, monitoring, and review of Projects.
• Prepare annual implementation plans, monthly work plans, and activity calendars.
• Ensure timely execution of project activities within approved timelines and budgets.
• Monitor project milestones and proactively address implementation challenges.
• Ensure quality standards across all interventions.
2. Women's Economic Empowerment:
Lead interventions related to:
• Women's entrepreneurship promotion
• Business Development Services (BDS)
• Enterprise incubation
• Livelihood enhancement
• Market linkages
• Value chain development
• Financial literacy
• Digital literacy
• Business mentoring
• Access to finance
• Government livelihood schemes
Support women entrepreneurs in developing sustainable enterprises while strengthening their business capacities.
3. Strengthening Community Institutions:
Provide technical guidance for strengthening:
• Self Help Groups (SHGs)
• Cluster & Block Level Federations
• Producer groups
• Village-level institutions
Support institutional governance, financial systems, leadership development, and sustainability planning.
4. Gender Equality and Social Inclusion:
Ensure that all project interventions promote:
• Gender equality
• Women's leadership
• Inclusion of marginalized communities
• Prevention of Gender-Based Violence
• Women's participation in local governance
• Rights awareness
• Decision-making within households and communities
Integrate gender-sensitive approaches into all project activities.
5. Monitoring, Evaluation and Learning (MEL):
• Ensure accurate data collection and reporting.
• Monitor project indicators and outcomes.
• Lead periodic reviews and reflection meetings.
• Ensure quality documentation of project achievements.
• Support baseline, endline, surveys, and assessments.
• Use data for adaptive project management.
6. Documentation and Reporting:
Lead preparation of:
• Monthly reports
• Quarterly reports
• Annual reports
• Donor reports
• Case studies
• Best practice documentation
• Learning briefs
• Field visit reports
Ensure high-quality documentation supported by evidence.
Required Qualifications:
• Master's Degree in Social Work (MSW)/Rural Management, Development Studies, MBA (Rural Management), MBA (Enterprise Development),Gender Studies, Development Management, or related discipline.
Experience:
• Minimum 3–5 years of experience in the development sector.
• Experience working on women empowerment and livelihoods projects.
• Experience working with community institutions & multidisciplinary teams.
• Experience in Gujarat is preferred.
Language Requirements:
Essential:
• Gujarati / Hindi
• English
Excellent written and verbal communication skills in English language will be added advantage.
Computer Skills: Proficiency in:
• MS Word
• Excel

• MIS systems
• Kobo Collect/ODK or similar data collection tools
• AI-assisted productivity tools (e.g., ChatGPT, Microsoft Copilot, Gemini) for drafting reports, analyzing data, preparing presentations, and improving operational efficiency, while ensuring data confidentiality and organizational policies are followed.
