Lead Consultant
Community Processes/ Comprehensive Primary Health Care (CP-CPHC)
National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to provide technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design. NHSRC intends to recruit Lead Consultants for its Community Processes/Comprehensive Primary Health Care Division, purely on a contractual basis.

Lead Consultant, CP/CPHC division, NHSRC:
The CP-CPHC Division seeks dynamic public health professionals who are motivated to contribute to strengthening public health services. Applicants must be proactive, self-driven, and accountable, with a strong work ethic and the ability to perform effectively with minimal supervision while meeting tight deadlines.
The ideal candidate should demonstrate a deep commitment to enhancing the quality, accessibility, and reach of public health services, particularly for underserved and marginalized populations. A clear vision and sustained enthusiasm to work strategically toward achieving this goal are essential.
The selected candidate will have a unique opportunity to engage with States, Districts, and a range of stakeholders through a dynamic platform. This role offers a rich and rewarding experience in understanding public health challenges across multiple levels, as well as in designing and implementing effective, context-specific solutions.
Opportunity to join the Division: NHSRC seeks to recruit a Lead consultant purely on contractual basis to extend his or her support to the CP/CPHC division of NHSRC. The Lead Consultant will work under the supervision and overall guidance of Advisor, CP-CPHC.
Roles & Responsibilities:
• Lead the team in ideation, formulation, and timely revision of CP-CPHC policy and procedures.
• Provide policy and program support for CP-CPHC as needed at both National and State level.
• Draft program specific guidelines, policy briefs, and develop training materials, guidelines.
• Gather and analyze evidence from field reviews from different states/ districts, inform policy and advocate appropriate policy reviews.
• Undertake implementation and operational research and assessments for improving the programs and policies.
• Oversee the implementation of innovation and learning centres in CP-CPHC
• As required, represent the Division in engagements with senior policymakers at the central level, including participation in meetings, advocacy initiatives, and presentation of evidence from State field visits.
• Guide State Technical Counterparts in policy in relation to programs and projects of Community Processes and Comprehensive Primary Health Care
• Mentor and support the team members and assist the Advisor in tasks related to crafting individual responsibilities, undertaking performance appraisals and conducting team meetings.
• Prepare annual work plans and budget of the Division in coordination with other lead consultants and team members.
• Lead the work of the Division in the absence of the Advisor to ensure continuity and efficiency.
• Undertake additional assignments as assigned periodically by the Advisor of the Division.
Qualifications & Experience:
Only full-time regular bachelor’s degrees (minimum 3 years) and full-time regular Postgraduate qualifications (minimum 2 years), wherever applicable, shall be considered. Diploma, certificate, Executive programmes, and qualifications obtained through distance, online, part-time, correspondence mode, etc shall not be considered. Only post-qualification experience shall be counted.
Essential:
• Possess Medical Graduate (MBBS/ BDS) with MD/PhD/MPH/MBA (Health Management/ Health Administration)/ Post Graduate Diploma in Hospital and Health Management degree with over 10 years of experience in Public Health/ Community Health and Health Systems, after the post-graduation. Clinical experience is desirable but not essential.
• Experience of working on areas like global health, strategic communications, and innovations at field level.
• Experience of working in field models of interministerial collaboration and advocacy
• Field level experience of capacity building and mentoring
• Experience in undertaking research (both Qualitative and Quantitative), capacity building, and working with health systems in the public health system.
• Computer Skills: Proficiency in commonly used packages like MS Word, Excel, PowerPoint. Ability to use the internet for desk research, literature review and other relevant documents.
• Excellent data analytical skills, documentation, communication, and presentation skills
• Good interpersonal skills and ability to lead teams.
• Excellent oral and written communication skills in English and or Hindi.
ii) Desirable:
• Working knowledge of other major regional languages
• Demonstrated ability to lead multi-disciplinary teams.
• Ability to perform given tasks with minimal supervision.
• Grassroot experience is desirable.
Written Test Condition: If the recruitment process includes a written test, a minimum qualifying mark will be 70%. However, if the number of qualifying candidates is high, a ratio of 1:5 will be adopted for 1 vacancy; the top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.
Age Limit: Up to 55 Years (as on the date of receiving the application)
Work Location: New Delhi; Opportunity to gain hands on experience of public health canvas of states and districts.
Travel to states and districts will be involved.
Remuneration Range: Between Rs. 1,30,000/- to Rs. 1,70,000/- (*Fee offered within the band will be commensurate with qualification and experience.)
Other Benefits: In addition to the remuneration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.
Duration of Contract: Contract till 31st March 2028 with further extensions of similar duration (subject to satisfactory performance)
