General Purpose of the Position
The Psychosocial Support (PSS) Counsellor will be responsible for providing culturally appropriate, high-quality psychosocial support and basic mental health interventions to refugees, asylum seekers, and other forcibly displaced individuals living in Delhi.
The Counsellor will identify individuals requiring psychosocial care, conduct psychosocial assessments, provide individual and group counselling sessions, facilitate referrals to specialized services, and promote emotional well-being through community-based psychosocial activities. The position will work closely with education, protection, livelihood, and community teams to ensure an integrated response to the psychosocial needs of beneficiaries.

Key Responsibilities
1. Psychosocial Support Services
• Conduct psychosocial assessments for children, adolescents, adults, and families.
• Provide individual, family, and group counselling sessions using appropriate counselling techniques.
• Develop individualized psychosocial support plans based on assessed needs.
• Identify beneficiaries requiring specialized mental health services and facilitate referrals.
• Maintain confidentiality and ethical standards in all counselling interventions.
• Conduct follow-up sessions and monitor beneficiary progress.

2. Community-Based Psychosocial Support
• Organize community-based psychosocial support activities that promote resilience and emotional well-being.
• Facilitate support groups for women, youth, caregivers, and vulnerable individuals.
• Conduct awareness sessions on stress management, coping mechanisms, self-care, parenting, child protection, and mental well-being.
• Promote social cohesion and community participation through recreational and therapeutic activities.

3. Planning
• Participate in developing monthly and quarterly activity plans.
• Assist in identifying psychosocial needs within the refugee community.
• Contribute to the design and implementation of MHPSS activities.
• Support needs assessments and community consultations.
• Recommend improvements to existing psychosocial interventions.

4. Supporting Project Implementation
• Implement psychosocial support activities according to project work plans.
• Coordinate with teachers, social workers, community volunteers, and protection staff to identify vulnerable beneficiaries.
• Integrate psychosocial support into education, child protection, livelihoods, and community development activities.
• Assist in organizing capacity-building sessions for staff and community volunteers.
• Participate in emergency response activities whenever required.

5. Case Management
• Maintain case files and documentation for all counselling cases.
• Prepare case summaries and referral documentation.
• Coordinate with hospitals, mental health professionals, government institutions, and service providers for referrals.
• Follow up referral cases until appropriate services have been received.

6. Networking and Coordination
• Build and maintain effective relationships with:
o Government agencies
o Hospitals and mental health institutions
o NGOs
o Community-based organizations
o Protection partners
o Child welfare services
• Participate in coordination meetings relevant to MHPSS and protection.

7. Capacity Building
• Support training of teachers, community volunteers, refugee leaders, and staff on:
o Psychological First Aid (PFA)
o Basic psychosocial support
o Child protection
o Stress management
o Self-care
o Referral mechanisms

8. Monitoring and Reporting
• Maintain accurate counselling records and beneficiary databases.
• Prepare:
o Weekly reports
o Monthly reports
o Quarterly progress reports
• Monitor indicators related to psychosocial activities.
• Document success stories, lessons learned, and case studies.
• Support data collection for donor reporting.

Child Safeguarding & PSEAH
The Counsellor shall comply with JRS Child Safeguarding Policy, Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Policy, Code of Conduct, and all safeguarding procedures. The incumbent must maintain strict confidentiality while ensuring the protection of children and vulnerable adults.

Qualifications
Essential
• Master's Degree in:
o Psychology
o Clinical Psychology
o Counselling Psychology
o Psychiatric Social Work
o Social Work with specialization in Counselling

Experience
• Minimum 3 years of experience in counselling or psychosocial support, preferably with refugees, migrants, vulnerable communities, children, adolescents, and women.
• Experience in individual and group counselling, case management, community outreach, and referral services.
• Previous experience with humanitarian or development organizations will be an added advantage.
Skills
• Strong counselling, active listening, and interpersonal communication skills.
• Knowledge of trauma-informed care and psychosocial support interventions.
• Good documentation, report writing, and organizational skills.
• Ability to maintain confidentiality and work effectively in multidisciplinary teams.
• Proficiency in Microsoft Office (Word, Excel, and PowerPoint).
• Strong problem-solving and conflict-resolution abilities.

Languages
• Excellent spoken and written English.
• Fluency in Hindi is essential.
• Knowledge of refugee community languages (Burmese, Dari, Pashto, Tamil, Rohingya, or others) will be an added advantage.
