Position Title: Program Officer-Quality Assurance
Location: State Technical Unit, NHM (Rajasthan)
Reports to: Program Manager – CECOEDECON and State Head-UNFPA
Duration: up to 31st December’26
Travel Requirements: Minimum 5–6 field visits per month to intervention districts
Background
The Program Officer – Quality Assurance will work within the State Technical Unit under the National Health Mission (NHM), Rajasthan, in collaboration with UNFPA and CECOEDECON. The officer will be responsible for providing technical and programmatic support for maternal health interventions, focusing on quality assurance initiatives under LaQshya and SUMAN in seven UNFPA-supported districts: Ajmer, Dholpur, Jodhpur, Jaisalmer, Karauli, Sawai Madhopur, and Udaipur
Program Officer will coordinate with key stakeholders at district and state levels and contribute to improving service quality in Labour Rooms (LRs) and Maternity Operation Theatres (MOTs), documentation, reporting, training, and integration of reproductive health services.
Objectives of the Position
• Support in strengthening the quality of maternal health care services in UNFPA supported districts through LaQshya and SUMAN initiatives.
• To enhance data-driven decision-making, planning, and monitoring in maternal health.
• To provide ongoing capacity-building and mentorship to healthcare providers.
• To support the implementation of evidence-based maternal and reproductive health practices and innovations.
• To support state-level coordination and implementation of GBV and PCPNDT activities.

Key Responsibilities
A. Support in Maternal Health Programs
• Provide technical assistance in improving the quality of care in Labour Rooms and Maternity Operation Theatres in high-load facilities of 7 UNFPA supported districts viz Ajmer, Dholpur, Jodhpur, Jaisalmer, Karauli, Sawai Madhopur and Udaipur
• Guide facilities in documentation and uploading necessary records on the SaQsham portal for National LaQshya assessments
• Facilitate and support internal, baseline, and external assessments under LaQshya; help develop and implement action plans to address identified gaps
• Contribute to the sustainability of LaQshya-certified facilities by promoting best practices and success stories
• Mentor and support health facility staff for preparedness in national LaQshyaassessments.
• Facilitate the implementation of SUMAN initiatives, including branding, helpdesk setup, and grievance redress mechanisms.
• Conduct field visits to monitor implementation, provide onsite mentoring, and build capacity of health personnel.
• Provide onsite mentoring during field visits; support implementation of integrated family planning services (PPIUCD, Injectable contraceptives, sterilization) in Labour Rooms.
• Coordinate with the district and UNFPA consultant for organizing the delivery points workshops in UNFPA supported districts, with the objective of enhancing the clinical competencies of service providers through training on evidence-based maternal and newborn practices
• Coordinate with district/state consultants and UNFPA for planning, assessment follow-up, and addressing challenges or gaps.
• Support monitoring and scaling-up of innovative practices such as:
1. Ferric Carboxy Maltose (FCM) to control iron deficiency anaemia
2. Uterine Balloon Tamponade (UBT) for atonic PPH managment
3. Postnatal Care (PNC) guidelines
4. E-PMSMA platform for high-risk pregnancy tracking
• Provide technical troubleshooting assistance to facility and district staff related to digital platforms or application tools.
• Support the implementation of the UNFPA Annual Work Plan (AWP) at the state and district levels.
• Assist in developing IEC materials, posters, SOPs, and protocols relevant to maternal health.
• Any required coordination related work for midwifery initiatives
B. Support in Gender-Based Violence (GBV)
• Coordinate with NHM departments on GBV and PCPNDT activities as guided by supervisors.
C. Documentation and Reporting
• Prepare and submit monthly, quarterly, and annual progress reports.
• Document and share field-level good practices, success stories, and innovations.
• Submit visit reports for every field visit and share with UNFPA and CECOEDECON Program Manager.
D. Other Responsibilities
• Any additional tasks related to the program assigned by UNFPA or CECOEDECON.
Qualifications and Experience
• Graduate/Postgraduate in Health/Hospital management, Public Health, Nursing, Social Sciences, or related field.
• Minimum 3–5 years of experience in public health programs, preferably in maternal health and quality assurance.
• Familiarity with LaQshya, SUMAN, and national maternal health programs.
• Hands-on experience with healthcare quality assurance assessments, planning, and documentation.
• Strong coordination, training, mentoring, and analytical skills.
• Proficiency in MS Office; working knowledge of digital health platforms like SaQsham preferred.
• Willingness to travel extensively within the state.
Key Performance Indicators (KPIs)
• Number of LaQshya assessments completed and quality of gap analysis/action plans.
• Improvement in LaQshya certification statusof target facilities in supported districts
• Documentation of at least one case study or success story per quarter.
• Completion of monthly travel plan and submission of field reports.
• Effectiveness in coordination with district/state partners and timely resolution of challenges.
• Timely execution of activities under the UNFPA Annual Work Plan.
