ORGANIZATION BACKGROUND

THE ORGANIZATION
Mamta Health Institute for Mother and Child (Mamta) is a non-government not-for-profit organisation registered under the Society Registration Act 1860 of the Government of India. Mamta was established in 1990 with a humble intervention to enhance the health status of pregnant and lactating women and their new-born children in a resettlement colony of Delhi. Over its journey of more than three decades, the organisation has diversified its work under the following thematic areas:

• Communicable Diseases
• Non-Communicable Diseases
• Climate Change
• Skilling & Livelihood

THE PROJECT
Project Swasthya Setu is an integrated, community-based program for the prevention and ensure continuum of care of Non-Communicable Diseases (NCDs) — with a specific focus on Cardiovascular Diseases (CVDs) and Diabetes — being implemented by MAMTA HIMC across five districts of Telangana: Siddipet, Rangareddy, Khammam, Nizamabad, and Nalgonda. The program targets women aged 18-30 Years(Special) and 30+(General), their families, and community institutions (VHSNCs, SHGs, PRIs) to improve NCD awareness, early detection, and long-term management by strengthening nutritional awareness, caregiver capacity, and alignment with government health systems (NHM, NP-NCD, ICDS/Anganwadi, ABDM).

3. JOB DESCRIPTION / RESPONSIBILITIES
The State Project Coordinator (SPC) will be point person for Telangana and programmatic quality of Project Swasthya Setu across all five project districts of Telangana. The SPC will lead the state project team, ensure strong liaison with the Telangana State Health Department and National Health Mission (NHM), and drive the achievement of project objectives on NCD (CVD & Diabetes) prevention and care. S/he will report directly to the Project Director/Domain Expert for technical, programmatic, and administrative matters.

Key Responsibilities:
(1) Provide overall state level project planning, implementation, monitoring, and quality assurance of Project Swasthya Setu across all five districts (Siddipet, Rangareddy, Khammam, Nizamabad, Nalgonda).
(2) Serve as the point person for primary liaison with the Telangana State Health Department, State NHM, District Health Societies, ICDS/Anganwadi systems, and other relevant government departments to ensure programmatic alignment, approvals, and reporting in regular interval.
(3) Build and maintain strong working relationships with State/District Health officials, DHS, DMHOs, and NP-NCD nodal officers to facilitate smooth project rollout, referral pathway strengthening, and policy alignment.
(4) Mentor and manage the state project team including District Managers and field-level staff, ensuring performance quality and capacity building.
(5) Guide technical implementation of NCD (CVD & Diabetes) screening, awareness generation, nutritional counselling, and referral strengthening in line with NP-NCD guidelines and DASH-aligned dietary approaches.
(6) Oversee capacity-building initiatives for ASHAs, ANMs, AWWs, CHOs, Staff Nurses, and Medical Officers on NCD risk identification, screening protocols, and use of AI/digital screening devices.
(7) Ensure to mobilize and strengthen community institutions — VHSNCs, SHGs, PRIs, CBOs — to integrate NCD prevention into village-level health planning.
(8) Ensure robust MIS/HMIS-based monitoring, tracking of project targets and indicators, and timely, high-quality reporting (monthly, quarterly, annual) including donor reports for MAMTA and Abbott.
(9) Coordinate with the Domain Expert, finance, senior management and advisory teams to ensure sound budget utilization, work planning, and results-based project management.
(10) Represent the project at state and district-level stakeholder forums, review meetings, and technical working groups.
(11) Support beneficiary data integration with national digital health platforms (NP-NCD portal, ABDM) and ensure documentation of best practices for Phase II.
(12) Anticipate and manage risks to project delivery, providing regular updates and course-correction recommendations to national leadership/team.

4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES
Qualifications:
Master's degree in Public Health, Social Work, Health Administration, or a related field from a reputed institute. Applicants are expected to have an in-depth understanding of the Indian public health system, national and state policy directives, and program implementation frameworks of GOI/NHM, with specific familiarity with NCD (NP-NCD) architecture.

Experience:
• Minimum 5 -10 years of experience working within Telangana State, with demonstrated engagement with the State Health Department and National Health Mission (NHM) systems.
• Proven track record of strong liaisoning and coordination with government stakeholders — State/District Health officials, DHS, NHM, DMHOs, ICDS/Anganwadi functionaries, and NP-NCD nodal officers.
• Demonstrated experience in Non-Communicable Disease (NCD) projects, with specific technical knowledge of Cardiovascular Disease (CVD) and Diabetes prevention, screening, and management programs.
• Experience in leading community-based public health programs, preferably involving women's health, nutrition, or chronic disease management.
• Prior experience managing multi-district teams and donor-funded projects, including donor reporting and compliance.

Skills and Attributes:
• Excellent liaisoning, negotiation, and stakeholder management skills with government health systems in Telangana.
• Sound technical knowledge of NP-NCD guidelines, referral pathways (Community–HWC/PHC–CHC–Specialist), and digital health platforms such as ABDM.
• Strong understanding of result-based MIS monitoring, data-driven project planning, and donor reporting requirements.
• Good documentation and communication skills in English and Telugu to support capacity building, mentoring, and stakeholder engagement.
• Willingness to work with underserved and difficult-to-reach populations, with openness to extensive field travel across the five project districts.
• Excellent computer skills, especially in MS Office.
• Demonstrated leadership, team management, and people-development capabilities.
