2. ORGANIZATION BACKGROUND
MAMTA Health Institute for Mother and Child (MAMTA HIMC) is a non-government, not-for-profit organisation registered under the Societies Registration Act 1860 of the Government of India. Established in 1990, MAMTA began with an intervention to enhance the health status of pregnant and lactating women and their new-born children in a resettlement colony of Delhi. 3. PROJECT BACKGROUND: SWASTHYA SETU
Project Swasthya Setu is an integrated, community-based program for the prevention and care of Non-Communicable Diseases (NCDs) — with a specific focus on Cardiovascular Diseases (CVDs) and Diabetes — being implemented by MAMTA HIMC across five districts of Telangana: Siddipet, Rangareddy, Khammam, Nizamabad, and Nalgonda. The program targets women aged 18-30 Years(Special) and 30+(General), their families, and community institutions (VHSNCs, SHGs, PRIs) to improve NCD awareness, early detection, and long-term management by strengthening nutritional awareness, caregiver capacity, and alignment with government health systems (NHM, NP-NCD, ICDS/Anganwadi, ABDM).

The project is structured in two phases: Phase I – Formative Phase (2026–27), focused on community mobilization, screening using AI/digital devices, and health system strengthening aligned with NP-NCD and ABDM guidelines; and Phase II – Replication & Upscaling (2027–29), focused on scaling validated strategies and integrating them into District Health Society and State PIP frameworks.

4. JOB DESCRIPTION / KEY RESPONSIBILITIES
The Regional Manager is a position responsible for the overall technical, programmatic, and ensure operational quality of Project Swasthya Setu in Telangana. S/he will lead a team of program professionals and field staff, drive close coordination with Program team, the State Health Department and National Health Mission (NHM), and represent MAMTA HIMC with government department. The Regional Manager will support to the Senior Management/ Project Team Lead for technical and administrative matters.

Key Responsibilities:
1. S/He will be part of overall planning, implementation, and quality assurance of NCDs (CVD and Diabetes) prevention and care interventions across the five Telangana project districts.
2. Provide technical support and mentorship to district and block-level teams on community mobilization, NCD screening, nutritional counselling, and referral pathway strengthening.
3. Develop and maintain strong liaison and working relationships with the Telangana State Health Department, NHM, District Health Societies, DHS, and ICDS/Anganwadi systems for program alignment, convergence, and integration into State PIPs.
4. Represent the project before government authorities and other key stakeholders at state and district levels, whenever required.
5. Oversee alignment of project interventions with NP-NCD and ABDM guidelines, and support integration of beneficiary data into government digital health records.
6. Guide the roll-out and use of AI/digital screening devices and MIS/data platforms for patient-level tracking, medication adherence, and referral follow-up.
7. Support developing IEC for capacity building of ASHAs, ANMs, AWWs, CHOs, MPWs, and Peer Leaders/Volunteers on NCD risk, screening, and nutrition counselling.
8. Prepare and consolidate high-quality periodic (monthly/quarterly) progress reports, MIS data, gap analyses, and donor reports/updates.
9. Coordinate budgets, work plans, and resource allocation with the implementation team and finance team.
10. Manage HO level administrative and HR matters of the implementing team as required. Any additional work assigned by seniors as per project requirement.

5. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES

Qualifications:
Master's Degree in Public Health, Social Work (MSW), Health Management, or a related discipline from a reputed institute.

Sound understanding of the Indian public health system, National Health Mission architecture, and Government of India/State policy directives, with specific familiarity with the National Programme for Prevention & Control of NCDs (NP-NCD), Ayushman Bharat Digital Mission (ABDM), and Ayushman Bharat–Health & Wellness Centres (AB-HWC).


Experience:
Minimum 5–10 years of progressive experience in the public health sector, with specific and demonstrable experience in Non-Communicable Diseases (NCDs) programs, particularly in Cardiovascular Disease (CVD), Diabetes prevention, screening, and management.
• Demonstrated experience working directly with State Health Departments and the National Health Mission (NHM), with strong liaisoning and government coordination skills.
• Prior experience managing multi-district or state-level community health programs, ideally involving ASHAs/ANMs/AWWs/CHOs cadres and community platforms (VHSNCs, SHGs, PRIs).
• Experience working with corporate/donor-funded health programs (CSR partnerships) is desirable.
• Familiarity with digital/AI-based screening technologies and health MIS platforms will be an added advantage.

Skills and Attributes:
• Strong liaisoning, negotiation, and stakeholder management skills with government officials at state and district levels.
• Sound technical knowledge of NCD (CVD and Diabetes) prevention, screening protocols, and continuum-of-care pathways.
• Excellent program/project management skills, including work planning, budgeting, and MIS-based monitoring.
• Strong written and verbal communication skills in English, Hindi and Telugu(Optional) to support donor reporting, documentation, and team capacity building.
• Willingness to undertake travel to Telangana as per project requirement.
• Excellent computer skills, especially MS Office (Word, Excel, PowerPoint).
• Ability to work collaboratively in a multi-disciplinary team and manage field-level as well as senior stakeholder relationships.
