About the Program
Jhpiego provides strategic technical assistance to the Government of India's National TB Elimination Program (NTEP) to accelerate TB elimination through health systems strengthening, implementation research, digital innovations, and evidence-based interventions. Working closely with the Central TB Division (CTD), State TB Cells, the National Health Mission (NHM), and development partners, Jhpiego supports the delivery of high-quality, people-centered TB services across the continuum of care.

The program implements several national and multi-state initiatives, including the Pro TB Impact Project, which strengthens TB service delivery at the primary healthcare level by integrating routine TB screening into Ayushman Arogya Mandirs (AAMs) and maternal health services, promoting differentiated care for high-risk TB patients, and establishing learning labs to generate evidence for scalable interventions. Jhpiego also leads the Cough Syrup Sales Surveillance and Integrated TB & Tobacco User Screening initiatives under TIFA. These innovative models leverage digital technologies, community engagement, and structured referral systems to identify individuals with presumptive TB at the community level and ensure their timely linkage to NTEP diagnostic and treatment services.

About the Position
The Assistant Manager/Program Manager – Tuberculosis will be responsible for providing technical and programmatic leadership in planning, coordinating, implementing, and monitoring national and multi-state TB initiatives. The position will support the successful execution of donor-funded projects by ensuring high-quality implementation, effective stakeholder coordination, timely reporting, and continuous program improvement.

The incumbent will work closely with the State TB Cells, implementing partners, and internal crossfunctional teams to strengthen TB prevention, screening, diagnosis, treatment, and care services. The role also involves supporting the design and implementation of innovative interventions, capacitybuilding activities, monitoring and evaluation, knowledge management, and policy advocacy.

The position requires strong project management, technical expertise in tuberculosis, stakeholder engagement, analytical skills, and the ability to manage multiple priorities in a dynamic environment.

Regular travel to project states and districts will be required to provide technical assistance, monitor implementation, and support program quality.
The position will report to the Associate Director – ID (or designated supervisor) and will work collaboratively with national and state program teams, technical experts, monitoring and evaluation specialists, finance, procurement, communications, and government counterparts to achieve project objectives.

Roles and Responsibilities

A. Program Management and Technical Leadership
• Lead the planning, implementation, coordination, and periodic review of national and statelevel TB projects in alignment with organizational priorities, government strategies, and donor requirements.
• Develop annual work plans, implementation strategies, activity calendars, risk mitigation plans, and project timelines to ensure timely achievement of project milestones and deliverables.
• Provide technical leadership for the implementation and scale-up of innovative interventions across the TB care cascade, including screening, diagnosis, treatment, TB preventive treatment (TPT), adherence, digital health, and differentiated service delivery models.
• Develop, review, and update technical documents, standard operating procedures (SOPs), operational guidelines, implementation frameworks, training curricula, e-learning modules, job aids, proposals, concept notes, and other knowledge products.
• Establish and maintain effective collaboration with the National TB Elimination Programme (NTEP), State TB Cells, National Health Mission (NHM), development partners, academic institutions, and other stakeholders; represent the organization in technical working groups, review meetings, and national/state-level forums.
• Design and facilitate capacity-building initiatives, including in-person and virtual training programs, mentoring, supportive supervision, and continuous professional development of project staff and field teams.
• Coordinate with finance, procurement, operations, and state teams to ensure efficient implementation of project activities, effective utilization of resources, compliance with donor and organizational policies, and timely reporting.
• Support operational research, implementation research, documentation of best practices, scientific writing, dissemination of findings, and preparation of manuscripts for publication.
• Prepare high-quality technical reports, donor updates, presentations, policy briefs, and periodic program reports for internal and external stakeholders.
• Perform any other technical or programmatic responsibilities assigned by the supervisor to support organizational objectives.

B. Monitoring and Data Management
• Oversee project data management systems, ensuring timely collection, validation, analysis, interpretation, storage, and reporting of high-quality program data.
• Monitor project performance against key performance indicators (KPIs), donor milestones, and work plans; identify implementation gaps, recommend corrective actions, and support adaptive program management.
• Conduct routine data validation, supportive supervision visits to strengthen data accuracy, completeness, consistency, and reliability.
• Develop analytical reports using appropriate data visualization and analytics tools to support evidence-based decision-making by program teams and stakeholders.
• Analyze routine program data findings to identify trends, measure project outcomes, generate actionable insights, and inform strategic planning and program improvement.
• Ensure timely submission of high-quality reports, donor reports, government reporting requirements, and project databases while maintaining compliance with data protection and confidentiality standards.
• Build the capacity of project staff and government counterparts in monitoring systems, data management, and data use for decision-making through training, mentoring, and supportive supervision.
• Perform any other programmatic or technical responsibilities assigned by the supervisor to support organizational and project objectives.

Qualifica ons and Experience
• MBBS/ Other allied health sciences/ with MD/MPH/ Other relevant master’s degree is essen al.
• 5-12 years of progressively responsible experience in public health programs.
• Minimum 3-5 years of experience managing na onal or mul -state tuberculosis programs and Ni-kshay.
• Experience working with Government of India, Na onal TB Elimina on Programme (NTEP), interna onal NGOs, donor-funded projects, or mul lateral agencies will be highly desirable.

Skills and Competencies
• Strong project planning, implementa on, monitoring, and project management skills, with the ability to track progress against work plans and performance indicators.
• Excellent stakeholder engagement, partnership management, and interpersonal skills.
• Strategic thinking, analy cal ability, and problem-solving skills, with experience in using program data to inform decision-making and improve performance.
• Proficiency in monitoring, data management, analysis, interpreta on, and evidence-based decision-making, including experience in ensuring data quality, valida on, and performance repor ng.
• Excellent wri en and verbal communica on, presenta on, and facilita on skills, including the ability to present monitoring findings and data-driven insights to diverse stakeholders.
• Demonstrated experience in technical wri ng, proposal development, and prepara on of high-quality reports, monitoring reports, dashboards, and knowledge products.
• Strong organiza onal, coordina on, and me management skills, with the ability to manage mul ple priori es and meet compe ng deadlines.
• Ability to work independently as well as collabora vely in mul disciplinary and crossfunc onal teams.
• Proficiency in Microso Office Suite (Word, Excel, PowerPoint, Outlook); familiarity with project management, data visualiza on, and data analy cs tools (e.g., Power BI, Tableau, DHIS2, or similar pla orms) is strongly preferable.
• Willingness to travel extensively and work in a dynamic, fast-paced environment.
