1. Background
The Institute for Research and Growth (iRG) is a non-profit organization committed to improving health, nutrition, education, and livelihoods among underserved communities through evidence-based, community-driven interventions. Working closely with government systems, corporate partners, and communities, iRG designs and implements innovative programmes that strengthen public service delivery while promoting sustainable development outcomes.
The District Project Coordinator will provide technical and programmatic leadership for iRG's programme initiatives in Odisha, ensuring effective implementation, strategic partnerships, government engagement, and high-quality programme delivery across multiple projects.
The District Project Coordinator will provide state-level programmatic leadership and coordination to ensure timely, high-quality implementation while strengthening collaboration with the Department of Health & Family Welfare, National Health Mission (NHM), ICDS, and other stakeholders.

2. Purpose of the Position
The District Project Coordinator will be responsible for the overall planning, coordination, implementation, monitoring, and reporting of Project SAATHI in Ganjam district. The position will provide leadership to the district project team, ensure quality implementation of programme activities, foster strong collaboration with government departments and community stakeholders, and ensure timely achievement of project deliverables in accordance with donor and organizational requirements.
The District Project Coordinator will serve as the primary district-level representative of iRG and play a key role in strengthening convergence with the Department of Health & Family Welfare, National Health Mission (NHM), ICDS, and local administration.

Key Roles and Responsibilities
1. Programme Leadership and Coordination
• Lead the day-to-day implementation of all project activities in accordance with the approved work plan and project timeline.
• Prepare detailed monthly, quarterly, and activity implementation plans.
• Ensure timely execution of community awareness sessions, Social Learning Programmes, frontline worker capacity-building activities, stakeholder consultations, and advocacy initiatives.
• Monitor project progress and ensure achievement of project outputs and outcomes.
• Identify implementation challenges and recommend appropriate corrective actions.

2. Team Leadership and Supervision
• Provide leadership and supportive supervision to the district project team.
• Supervise and mentor Field Coordinators and Data Enumerators.
• Organize regular review meetings with project staff.
• Build team capacity through mentoring, coaching, and on-the-job guidance.
• Ensure effective coordination between technical, monitoring, and administrative teams.

3. Government Liaison and Stakeholder Coordination
• Develop and maintain strong working relationships with:
o District Health Office
o Chief District Medical & Public Health Officer (CDM&PHO)
o District Programme Management Unit (NHM)
o Child Development Project Officers (CDPOs)
o Block Medical Officers
o Medical Officers of Health & Wellness Centres
o ICDS Supervisors
o PRI representatives
o Village Health, Sanitation and Nutrition Committees (VHSNCs)
• Facilitate government approvals and permissions for project activities.
• Represent iRG in district and block-level review meetings and coordination forums.
• Promote convergence with Anaemia Mukt Bharat, POSHAN Abhiyaan, NHM, and ICDS initiatives.

4. Technical Coordination
• Oversee implementation of community-based anaemia awareness and behaviour change activities.
• Coordinate Social Learning Programmes for ASHAs, AWWs, ANMs, and other frontline workers.
• Ensure quality implementation of NISA-based anaemia risk assessment and referral processes.
• Coordinate baseline, intervention, and end-line activities with technical consultants and the M&E team.
• Ensure quality of IEC/BCC activities and community engagement interventions.

5. Monitoring, Evaluation and Learning
• Review programme performance and data quality.
• Support development of monitoring tools and reporting formats.
• Ensure timely submission of technical and donor reports.
• Document innovations, best practices, and lessons learned.
• Coordinate external evaluations and research activities.

6. Team Leadership
• Provide supportive supervision and mentoring to programme teams.
• Build capacities of district coordinators and field staff.
• Conduct performance reviews and identify training needs.
• Foster collaboration across technical and operational teams.

7. Advocacy and Knowledge Management
• Organize stakeholder consultations, workshops, and dissemination events.
• Develop policy briefs, technical notes, and knowledge products.
• Promote evidence-based advocacy with government and partners.
• Represent iRG at conferences and technical forums.

8. Proposal Development and Resource Mobilization
• Identify funding opportunities within Odisha.
• Support concept note and proposal development.
• Provide technical inputs for budgets, work plans, and implementation strategies.
• Contribute to donor presentations and partnership development.

9. Financial and Administrative Oversight
• Monitor programme expenditures against approved budgets.
• Coordinate procurement and logistical planning.
• Ensure compliance with donor and organizational financial procedures.
• Review utilization of programme resources.

Qualifications
• Master's degree in Public Health, Nutrition, Social Work, Rural Development, Health Management, Development Studies, or a related discipline.
Experience
• Minimum 5 years of relevant experience in programme management within the development sector.
• Experience implementing health, nutrition, maternal and child health, or community development programmes.
• Demonstrated experience working with state and district government departments.
• Experience managing donor-funded projects.
• Experience supervising multidisciplinary teams.
• Experience in programme planning, monitoring, reporting, and stakeholder engagement.
Desirable
• Prior experience working in Odisha.
• Experience with CSR-funded programmes.
• Familiarity with digital data collection and programme monitoring systems
