B. Project Background
This vacancy announcement is for a professional within the develoPPP initiative “German-Indian TVET Partnership: Technical Vocational Education for SMEs”.
The develoPPP project aims to enhance the employability of Indian trainees for German and Indian SMEs. To achieve this, partners will establish a scalable model for German dual vocational education within Tamil Nadu’s VET system, focusing on quality, labor market relevance, and practical training orientation.
A training center in Chennai will serve as a pilot hub for implementing German dual curricula, workplace-based learning, and comprehensive Train-the-Trainer (ToT) and Teach-the-Teacher (TTT) programs. It will also incorporate standardized assessment and quality assurance procedures, digital learning documentation, and language courses. A key element is the Ausbildungspatenschaft (training sponsorship) approach, fostering long-term partnerships between German companies and Indian trainees. This sustainable model engages trainees, in-company trainers, and state polytechnic institutions, while involving German SMEs as long-term partners in the training process.
C. Responsibilities
- Lead the implementation and management of the PAM India component and Skilled Labour Support the implementation of project activities in Tamil Nadu by coordinating with public and private partners and ensuring timely, high-quality delivery.
- Develop and maintain partnerships with government institutions, TVET providers, private sector organisations and other stakeholders to promote fair labour migration and skills development.
- Provide technical advice and operational support to project partners and applicants on vocational training, apprenticeship opportunities in Germany, labour migration pathways and related processes.
- Manage project operations, including contracts, grants, monitoring, reporting, event organisation and project documentation in compliance with GIZ procedures.
- Support communication, visibility and knowledge management, including stakeholder engagement, PR materials and dissemination of project results and lessons learned.
D. Core Scope of Tasks
Project Implementation and Coordination
- Coordinate the day-to-day implementation of project activities and stakeholder engagement in India, ensuring effective delivery in close collaboration with the Team Lead.
- Support the planning and implementation of project activities and maintain operational work plans, milestones and activity schedules.
- Prepare, manage and monitor contracts, grants and service agreements with national and international partners.
- Organise meetings, workshops, training programmes, networking events and study visits, including logistics and documentation.
- Accompany the implementation of pilot TVET and apprenticeship programmes within partner institutions.
- Support project management and controlling by monitoring progress, timelines, budgets, quality and risks, and contribute to the implementation of the project's Monitoring, Evaluation and Learning (MEL) system, including indicator tracking, data collection and lessons learned.
- Conduct field visits, monitor implementation progress and support quality assurance.
- Collect, maintain and analyse project data and prepare monitoring reports to support project steering and reporting.
- Ensure compliance with GIZ standards on safeguarding, environmental and social (S&E) requirements, Leave No One Behind (LNOB) principles, data protection and project documentation.
Technical Support and Partnership Development
- Support the establishment and maintenance of partnerships with government institutions, private sector organisations, chambers, TVET providers and other stakeholders.
- Advise project partners and applicants on vocational training pathways, apprenticeship opportunities in Germany, fair labour migration, visa procedures and career prospects.
- Support the development and delivery of training programmes, including Training of Trainers (ToT), Training of Technical Trainers (TTT), intercultural preparation and pre-vocational skills development.
- Assist in adapting curricula, training materials and bridging modules to local needs and project requirements.
- Promote fair, transparent and ethical recruitment practices throughout project implementation.
- Support capacity development of implementing partners and government institutions.
Communication, Monitoring and Knowledge Management
Prepare regular progress updates, activity reports and monitoring data for project management and donor reporting.
Support the implementation of Monitoring, Evaluation and Learning (MEL) activities, including data collection, indicator tracking and documentation of lessons learned.
Develop communication and visibility materials, including success stories, presentations and media content.
Coordinate internal and external communication with project partners and GIZ teams.
Support knowledge sharing, dissemination of good practices and the scaling of successful project approaches through partner networks and related GIZ initiatives.
E. Required Qualifications, Experience and Competencies
- 5-10 years professional experience in a comparable position, with project management skills
- Sound expertise in at least one of the following themes: labour migration; international recognition of professional qualifications, vocational education and training, cooperation with the private sector, public-private partnerships.
- Experience in working with stakeholders from government, the private sector, educational instituitions and civil society; experience facilitating public–private partnerships is an asset.
- Excellent, proactive professional communication, networking and interpersonal skills; strong diplomatic and negotiation/ counselling skills.
- Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
- High learning agility, resilience, and a proactive, accountable working style; willingness to travel within India.
- Proactive attitude towards working flows and willingness to assume responsibilities.
- Empathy, team spirit, gender and intercultural competence.
- Knowledge of German and Tamil is an asset.
