About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.
SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.
SAATHII is seeking the services of a senior expert with proven experience in public health and managing large national programs. The candidate should be deeply committed to assisting India in meeting its national goal of TB elimination. He/she should have extensive experience and knowledge of TB programs, including TB prevention, diagnosis, and treatment for both adults and children, with a focus on adhering to national TB guidelines. He or she should be knowledgeable about health system strengthening in order to ensure the seamless integration of TB services.
Specific Job Responsibilities of the Deputy Project Director
Overall Project Oversight
• Development of logical framework and implementation strategies which will help achieve the agreed targets (Increasing pediatric TB notifications and treatment outcomes in both public and private health sectors and improving detection of missing TB cases) through innovative active case finding in seven states)
• Development of annual, quarterly and monthly plans
• Preparation of realistic and accurate budgets
• Drafting and finalisation of quality training curriculum and project reports
• Training and mentoring of the project and partner teams on programmatic strategies, and technical aspects
• Management of and coordination with diverse senior directors and managers of the team from the areas of program, technical, monitoring and evaluation, and finance
• Development and finalization of job aids, technical and operational guidelines
• Development and implementation of robust systems for tracking of project targets
• Ensure timely reporting to the GFATM and National and State Governments
• Conduct ongoing risk assessment and develop and implement risk mitigation plan
• Develop and implement rigorous plans for improving program quality, including data use
• Ensure adherence to the compliance of the GFATM, CTD, and the organisation
• Development and finalization of high quality technical and programmatic reports
Partner Management
• Selection of partners as per the due diligence criteria
• Development and finalization of robust contracts
• Capacity strengthening on the partner teams on program and technical areas
Stakeholder management
• Interact independently with leadership of CTD, NHM, GFATM, development agencies, professional medical associations and other implementing partners
• Advocate with the government and professional medical associations for policy changes
• Represent the project at the state, national and international forums
• Program finance analyses
Qualifications and Skills:
• Postgraduate in Medicine, Public health, Social Work or allied fields
• Comprehensive knowledge of public and private health systems, including child health programs.
• Knowledge of TB program and technical components, including TB prevention, diagnosis, and treatment in adults and children.
• Experience in the private health sector, particularly in collaboration with professional medical associations.
• Proven abilities in all areas of project oversight, partner, stakeholder, and financial management, as detailed in the roles and responsibilities section.
• Excellent oral and written communication skills in English.
• Proven ability to train and mentor staff in program and technical areas, as well as evidence-based decision making.
• Experience in and acumen for use of data (statistical inference) for program improvement and strategy formulation
• Sound computer skills, including use of Internet and MS Office™ software
• Ability to work independently and as a team player in a complex, multicultural environment
• Experience and acumen for using data (statistical inference) for program improvement and strategy formulation.
• Aptitude and demonstrated ability to manage several large multi-cultural teams.
• Minimum three-year commitment to the project and organization.
Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
