Roles and Responsibilities of as Manager (Finance & Accounts Manager) in a VIDHAN
1. Budget Management and Planning
• Prepare project budgets for new projects or grants in accordance with donor guidelines and funding agreements.
• Coordinate with program teams to ensure realistic and need-based budgeting.
• Regularly monitor project expenditures against the approved budget.
• Identify variances and notify project teams of any over- or under-utilization of funds.
• Recommend corrective actions to ensure efficient financial management.
2. Donor and Grant Management
• Maintain separate financial records for each donor and project, including CSR funds, government grants, and foreign contributions.
• Ensure that all funds are utilized strictly for their approved purpose.
• Prepare and submit donor-specific financial reports, Utilization Certificates (UCs), Statements of Expenditure (SOEs), and other financial documents within prescribed timelines and formats.
• Coordinate with program teams to provide accurate financial information to donors.
3. Legal and Tax Compliance
• Support the organization in maintaining tax exemption status under Sections 12A and 80G of the Income Tax Act.
• Assist in the preparation and filing of ITR and other required statutory returns.
• Deduct, deposit, and file TDS returns as per applicable regulations.
• Ensure GST compliance wherever applicable, including filing returns and maintaining proper records.
4. Daily Bookkeeping and Voucher Management
• Record all daily financial transactions, including receipts, payments, bank transactions, and journal entries, in accounting software such as Tally, QuickBooks, Flux, or other ERP systems.
• Maintain accurate ledgers under appropriate accounting heads.
• Verify invoices, bills, receipts, supporting documents, and approval vouchers before processing payments.
• Ensure complete documentation for audit readiness.
5. Audit and Bank Reconciliation
• Coordinate with Chartered Accountants (CAs), statutory auditors, internal auditors, and donor auditors.
• Provide all required financial records and supporting documents for smooth completion of audits.
• Perform monthly bank reconciliation by matching bank statements with accounting records.
• Investigate and resolve discrepancies promptly.
6. Payroll and Vendor Management
• Process employee salaries accurately and on time.
• Verify vendor invoices and supporting documents.
• Process timely payments to vendors while ensuring adherence to procurement and financial policies.

Essential Educational Qualification:
B. Com/MBA in Finance/M. Com from a recognised institute with minimum 60% qualification
Experience:
• Minimum 4 years of experience in Finance & Accounts in an NGO, Trust, Society, Foundation, or other Development Sector organization.
• Experience in maintaining project-wise accounts and managing donor-funded projects (CSR, Government, or International Donors).
• Practical knowledge of budget preparation, budget monitoring, and variance analysis.
• Experience in preparing Utilization Certificates (UCs), Statements of Expenditure (SOEs), donor financial reports, and fund utilization reports.
• Sound understanding of statutory compliances, including FCRA (where applicable), Income Tax (12A & 80G), TDS, GST, PF, ESIC, and Payroll Management.
• Experience in maintaining books of accounts using accounting software such as Tally ERP/Tally Prime, QuickBooks, Flux, or similar ERP systems.
• Proven experience in bank reconciliation, ledger scrutiny, voucher verification, and cash/bank management.
• Experience in coordinating with Statutory Auditors, Internal Auditors, Chartered Accountants, and Donor Auditors.
• Strong knowledge of financial documentation, record management, and internal financial controls.
• Proficiency in Microsoft Excel, Word, and financial reporting tools.
• Excellent analytical, organizational, communication, and problem-solving skills with a high level of integrity and attention to detail.
