Job Description- State Lead, Andhra Pradesh - Child Care Services (Partnership)


Mobile Creches (MC), a pioneer NGO, has been operational since 1969, providing childcare and health services to more than 15,000 children every year in the National Capital Region, through workplace and community based crèches and daycare centres.

MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on young children under six years in urban slums and children of migrant workers at construction sites. MC's multi-pronged approach providing childcare services to young children at worksites, urban informal settlements, rural and tribal communities, working with parents and communities to amplify the ECCD agenda, enhancing linkages with government ECCD services, training the ECCD workforce, influencing government policies, promoting research in the field of ECCD addresses both the short- and long-term needs of children. It is officially recognized as the National Creche agency by the government and is on the path of accelerating ECCD services for the children of marginalized communities by scaling up in partnership with the government and other players in civil society.

POSITION OVERVIEW

Position: State Lead — Child Care Services (CCS)

Programme :Urban Crèche Partnership — MEPMA, Andhra Pradesh

Location :Vijayawada, Andhra Pradesh

Reports To: Thematic Lead — CCS Partnerships, Mobile Creches National Office

Manages :District Coordinators (Vijayawada, Visakhapatnam, Tirupati)

No. of Positions : 01

Travel : Frequent — covering all three programme districts

Duration : 12 Months (FY 2026-27), with possibility of extension

Mobile Creches is partnering with the Mission for Elimination of Poverty in Municipal Areas (MEPMA), Government of Andhra Pradesh, to operationalise 15 standalone urban crèches across Vijayawada, Visakhapatnam, and Guntur. The State Lead will serve as Mobile Creches' senior field representative in Andhra Pradesh, responsible for end-to-end programme execution, government partnership management, quality oversight, and building institutional capacity within MEPMA for long-term state ownership of the crèche model.

KEY RESPONSIBILITIES

A. Partnership and Government Engagement
• Serve as the primary relationship lead between Mobile Creches and MEPMA at the state level, ensuring alignment of programme design, timelines, and reporting obligations.
• Engage regularly with the MEPMA Team, district-level MEPMA officials, and nodal officers of Municipal Corporations in all three cities.
• Facilitate coordination with convergence departments — Women Development and Child Welfare
(WDCW/ICDS), Primary Health Centres (PHCs), RBSK, and Nutrition Rehabilitation Centres (NRCs) — to activate and maintain service linkages at each crèche.
• Support MEPMA in activating commitments from Municipal Commissioners regarding space allocation and nodal officer designations.
• Represent Mobile Creches in state-level government reviews, progress meetings, and stakeholder workshops.

B. Programme Design and Technical Assistance
• Lead the Space Audit and Need Assessment across in coordination with MEPMA district teams and District Coordinators.
• Oversee the development and contextualisation of all Telugu-language crèche resources caregiver training curriculum, growth monitoring tools, parent communication materials, and MIS formats.
• Develop and maintain the programme's Theory of Change, logical framework, and technical standards in line with Mobile Creches' national CCS model.
• Provide technical guidance on crèche design parameters.
• Oversee the design and rollout of the Monitoring and Information System (MIS) in coordination with MEPMA's digital management infrastructure.

C. Training and Capacity Building
• Lead the design and delivery of the Pre-Service Training across the state.
• Develop and certify a Master Trainer Resource Pool for the state.
• Oversee all 8 In-Service Training cycles across the programme duration, with District Coordinators supporting field delivery.
• Ensure training adheres to adult learning principles and is contextualised for urban slum caregiving realities in each city.

D. Operations Oversight and Quality Assurance
• Supervise District Coordinators to ensure all crèches are fully operational and maintain service quality standards throughout the programme.
• Conduct regular quality assurance visits using Mobile Creches' crèche quality checklist, with documented follow-up action plans.
• Monitor monthly growth data, attendance records, nutrition delivery, and health linkage activation across all centres.
• Identify underperforming centres early and deploy targeted technical support to bring them to standard within defined timelines.

E. Monitoring, Reporting, and Documentation
• Design and oversee implementation of the programme MIS, ensuring data accuracy, timeliness, and usability at the crèche, district, and state levels.
• Prepare and submit monthly progress reports, quarterly reviews, and a final programme evaluation report to Mobile Creches National Office and MEPMA.
• Conduct a midline review and endline assessment, documenting child-level outcomes, operational performance, and learnings.
• Produce the Scale-Up and Replication Framework a documented model and evidence summary for MEPMA's use in expanding the crèche programme across additional urban wards.
• Maintain comprehensive programme documentation: MoU compliance records, training documentation, site assessment reports, financial utilisation summaries, and convergence meeting minutes.

F. Financial and Resource Management
• Oversee Mobile Creches' programme budget utilisation, ensuring expenditure aligns with approved plans and is documented in line with organisational policy.
• Support District Coordinators in monitoring per-centre expenditure, flagging variances and recommending corrective action.

QUALIFICATIONS AND EXPERIENCE

Education : Master’s degree in social work, Public Policy, Public Health, Rural Management, Development Studies, or equivalent

Experience: Minimum 5–6 years in the development sector, with significant experience in programme management and government partnerships

Government Engagement : Demonstrated track record of managing partnerships with state government departments at State/district level

Language: Fluency in Telugu (spoken and written) and English is mandatory; working knowledge of Hindi preferred

MS Office / MIS : Proficiency in MS Excel, Word, and PowerPoint; experience with MIS/data management tools

Travel : Willingness to travel extensively across the state.

Safeguarding: Commitment to and familiarity with child safeguarding policies and practices
