Construction of WASH infrastructure in different Districts (Hyderabad, Sangareddy, Rangareddy, Vikarabad, Guntur, Chitoor and Vijayawada) of Telangana And Andhra Pradesh State
About WaterAid India (WAI) registered as JSCF:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under session8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India. WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. We work in rural and urban areas and seek to deepen our presence in states we operate in and to work in small towns. Thanks to our amazing supporters, we have reached millions of people with these three essentials – clean water, decent toilets, and good hygiene – enabling communities to unlock their potential to break free from the cycle of poverty and to change lives for good.
WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Hyderabad, Bhopal, Bhubaneswar, Bengaluru, Lucknow, Patna, Pune, Kolkata and Raipur. We currently have a presence in ten states in the country. WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that Anganwadi’s, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Nature of construction work:
Construction (New/retrofitting) of Water conservation structures such as
- Pond restoration: - Desilting, strengthening of bund, clearance and restoration of inlet and outlet, clearing of desilted soil. Etc.
- Check dams: - Construction of check dam across the channel. Construction of head wall, Apron, side wall, Wing wall. Head wall extension, gates etc.
- Recharge wells – Borewell with perforation and conventional filters to recharge storm water or rainwater.
- Construction of toilet facilities (New/retrofitting) (School, Anganwadi, Slum community, rural community/Household level): - Individual toilet and toilet block for Schools and Anganwadi.
- Construction of drinking water facilities (New/retrofitting) (School, Anganwadi) / Piped water supply (Slum community, rural community)
- Construction of hygiene facilities such as (Handwashing station) in Schools, Anganwadi’s etc.
- Construction of household level/community level greywater management units.
Jal Seva Charitable Foundation (JSCF) – Telangana/Andhra Pradesh is looking to empanelment of vendors/ service providers for the above-mentioned construction activities., for which the following details are given below:
Objective:
The objective of this Expression of Interest (EOI) is to empanel qualified vendors/agencies for the execution of WASH-related infrastructure works in WaterAid’s intervention areas in Telangana and Andhra Pradesh.
Currently, the program is being implemented across seven districts: Hyderabad, Sangareddy, Rangareddy, Vikarabad, Guntur, Chitoor and Vijayawada
Scope of Work
This Expression of Interest (EOI) invites applications from eligible organizations, agencies, contractors, or companies with proven technical expertise and experience in planning, designing, and executing civil construction and WASH infrastructure projects, including but not limited to:
Eligible Areas of Expertise
- Grey Water Management (GWM) structures, including Household Soak Pits, Leach Pits, Magic Pits, Kitchen Gardens, DEWATS, etc.
- Construction of Individual Household Latrines (IHHL)
- Rainwater Harvesting Structures
- Construction and Rejuvenation of Ponds
- Water Treatment and Disinfection Units
- Construction and Retrofitting of Community-Managed Water Tanks
- Construction and Retrofitting of Piped Water Supply Systems
- Installation of Low-Flow Faucets and Water-Efficient Fixtures
- Demonstration and Installation of Drip Irrigation Systems
Eligibility Criteria
Interested organizations/agencies should:
- Be legally registered and authorized to undertake civil construction works.
- Possess valid registrations, licenses, and statutory permits required for executing civil works.
- Have operational presence and the capability to execute projects in Sangareddy, Rangareddy, Hyderabad, Chittoor, Vijayawada, Vikarabad, and Guntur districts. Agencies with PAN India registration and operational capability will have an added advantage.
- Have a qualified technical team comprising Civil Engineers, Site Engineers, Supervisors, Contractors, and other skilled professionals with relevant experience in WASH and civil infrastructure projects.
Technical Responsibilities
The selected agency shall be responsible for:
- Preparation and review of engineering drawings and Bills of Quantities (BOQ).
- Understanding and adhering to approved structural designs, engineering drawings, and technical specifications.
- Obtaining or facilitating necessary approvals from local authorities wherever applicable.
- Participating in community consultations and planning meetings related to construction activities, as required.
- Securing environmental clearances or other statutory approvals, where applicable.
- Attending pre-construction meetings with JSCF to understand the geographical context, project requirements, BOQs, timelines, and technical specifications before commencement of work.
Deliverables
The selected agency shall:
- Complete all assigned works within the agreed project timeline and quality standards.
- Regularly monitor site progress and proactively inform the JSCF team of any risks, implementation challenges, or weather-related delays, along with appropriate mitigation measures and revised action plans.
- Submit periodic progress reports in the prescribed format and within the agreed reporting schedule.
- Ensure that all construction works comply with approved technical specifications, quality standards, and safety requirements.
- Submit a final completion report for each intervention, duly certified and signed by the concerned community representatives/Panchayat authorities, along with supporting photographs and relevant completion documents.
Proposal Submission Guidelines
Interested organizations/agencies are requested to submit their proposals in accordance with the following guidelines:
- The proposal should be addressed to JAL SEVA CHARITABLE FOUNDATION (JSCF), Hyderabad.
- Submission Deadline: 25 August 2026
- The proposal must be submitted on the organization's official letterhead in non-editable PDF format.
- Proposals should be emailed to WAIprocurementAP@wateraid.org on or before 25 August 2026.
- Any queries or requests for clarification should be sent to WAIprocurementAP@wateraid.org.
- Applicants are also required to complete and submit the attached Vendor Registration Form along with their proposal.
Proposal Submission Requirements
The proposal should be submitted in two separate folders titled:
A. Technical Proposal
The Technical Proposal should include:
- Company/Organization Profile on the official company letterhead.
- Details of relevant experience in executing similar projects, preferably with NGOs, Government agencies, CSR projects, or development sector organizations.
- Contact details of three client references (preferably NGOs or development organizations).
- Copies of recent work orders or purchase orders for similar assignments.
- Work Completion Certificates from at least three recent projects/organizations.
Financial Proposal
The Financial Proposal should include:
- Audited Balance Sheets for the last three financial years.
- Profit & Loss Statements for the last three financial years.
- Income Tax Returns (ITR) for the last three financial years.
- Certificate of Company Registration/Incorporation.
- GST Registration Certificate along with GST Returns for the last six months.
- PAN Card and MSME Registration Certificate (if applicable).
Terms and Conditions
- The empanelment of selected vendors shall remain valid for the financial year 2026–27, up to 31 March 2027. JSCF reserves the right to modify or extend the empanelment period, if required.
- JSCF reserves the right to accept or reject any application, wholly or partially, without assigning any reason whatsoever.
- The evaluation of Technical and Financial Proposals and the final selection of vendors shall be carried out solely by JSCF, and its decision shall be final and binding.
Important Note
Applications that do not comply with the above submission guidelines or fail to submit the required documents may be rejected without further consideration.
