CONTENT OF TERMS OF REFERENCE(TOR)
Background:
Chhattisgarh carries a significant burden of Non-Communicable Diseases (NCDs), including childhood-onset conditions such as Sickle Cell Disease (SCD), Type 1 Diabetes (T1D), and congenital heart disease (CHD), alongside a growing challenge of mental health disorders at community level. Despite these realities, the health system’s capacity for screening, early identification, counselling, and referral linkages for NCDs in children remains limited, particularly at sub-district and community levels.
UN ORGANISATION Chhattisgarh is supporting the State Health Department and National Health Mission (NHM) to strengthen health systems for NCD management in children and adolescents. This support is delivered in collaboration with Civil Society Organizations (CSOs). UN ORGANISATION’s role is to provide technical oversight, monitor implementation quality, and facilitate coordination between these implementing partners, the State Health Department, and NHM. The Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) agenda remains a priority in Chhattisgarh given the State’s maternal and infant mortality indicators. In this context, UN ORGANISATION is engaging Divisional Consultant– Bilaspur to provide technical oversight and monitoring support in NCD and RMNCAH programmatic streams.
Purpose of Assignment:
The purpose of this assignment is to provide technical support, monitoring, and coordination support to the State Health Department and NHM Chhattisgarh, with a focus on NCDs in Children and RMNCAH. The consultant will support the government in identifying bottlenecks, monitoring the quality of field activities, facilitating district-level coordination, and ensuring convergence across programs. The consultant will work closely with the UN ORGANISATION Health Specialist to track progress, generate evidence, and document learning from field implementation.
