Grameen Swasthya Rakshak Sangh (GSRS) – TI Project
Position: Outreach Worker (ORW)
Number of Posts: 01 (One)
Project: Targeted Intervention (TI) Project

Summary of Key Functions
The Outreach Worker (ORW) will be responsible for planning, implementing, monitoring and supervising outreach activities under the TI Project. The ORW will work closely with Peer Educators (PEs), Counsellors, Project Manager and other project staff to ensure effective outreach, service delivery, referrals and follow-up among High-Risk Groups (HRGs).

Key Responsibilities
1. Planning and Management
* Prepare micro-plans for each hotspot and monitor their implementation.
* Facilitate and build the capacity of Peer Educators to implement outreach activities as per the project requirements.
* Ensure that micro-plans and line lists are updated on a quarterly basis and shared with the project.
* For migrants and truckers, ensure regular micro-planning and site assessment.
* Prepare monthly action plans for each hotspot and ensure adequate availability of needles/syringes, condoms, lubricants and BCC materials.
* Coordinate with the Counsellor on a monthly basis to identify hotspots/sites with poor service uptake, increasing due/overdue clients and other areas requiring follow-up.
* Coordinate with community members and other stakeholders in preparing and updating micro-plans.
* Identify potential volunteers and facilitate their involvement in the programme as per project guidelines.
2. Supervision and Monitoring
* Be responsible for the outreach and supportive supervision of Peer Educators, counselling, linkages and other outreach-related activities.
* Undertake at least 20 days of field visits per month in assigned areas and to Preferred Providers, ICTCs/FICTCs and other referral points.
* Ensure preparation of micro-plans, risk & vulnerability analysis and stakeholder analysis in coordination with the PE and Project Manager/M&E Officer.
* Maintain weekly diaries and ensure monthly collection of reports from Peer Educators and submission of own reports to the project office.
* Facilitate crisis response activities as required.
* Ensure that all new contacts identified by Peer Educators are appropriately covered under the project.
* In addition to regular outreach activities, ensure focused outreach and service linkages for FIDU and FSW populations, wherever applicable to the project.
3. Advocacy and Networking
* Coordinate stakeholder management activities and engage relevant stakeholders for smooth implementation of the programme.
* Work with various power structures within and outside the community to ensure effective participation and support for the programme.
* Identify and utilize Preferred Providers for delivery of project services after appropriate training/orientation by SACS, DAPCU or TSU.
4. Community Supplies and Commodity Management
* Conduct demand analysis for condoms, needles, syringes and lubricants required for field-level outreach.
* Ensure proper distribution of commodities through Peer Educators and social marketing outlets as per project guidelines.
* Maintain records of free condoms, needles, syringes and lubricants received from the project and distributed through Peer Educators/outlets.
* Identify and manage condom social marketing outlets as per prescribed guidelines.
* Ensure proper supply and management of IEC materials for outreach sessions.
* Prepare clinic sites and health camp sites by mobilizing community members for health check-ups, HIV testing and counselling.
* Undertake any other TI-related work assigned by the Project Manager as required by the project.
Recruitment Qualifications
Education & Experience:
* Graduate from a recognized institution.
* Experience in field-level community/outreach work will be preferred.
* Experience in HIV/AIDS, Targeted Intervention or other health/community-based programmes will be an added advantage.
Knowledge & Skills:
* Good communication and interpersonal skills.
* Ability to work effectively with HRGs, community members and Peer Educators.
* Understanding of outreach, BCC, referrals and community mobilization.
* Ability to prepare micro-plans, maintain field records and submit reports.
* Ability to work in a team and undertake extensive field visits.
* Knowledge of HIV/AIDS prevention and related government health programmes will be preferred.
Reporting
The ORW will report to the Project Manager (PM) and will work in coordination with the Counsellor, M&E Officer, Peer Educators and other TI Project staff.
