We develop and implement high-impact, sustainable, and locally-owned public health initiatives. A robust interface and relationships with the government, private sector, and civil society allow us to convene and collaborate, innovate, inform policy, and develop sustainable & scalable models of programs. Over the years, JSIPL has become a recognized leader for its innovative approaches in reproductive, maternal, newborn, and child health (RMNCH), Immunization, urban health, Tuberculosis, nutrition, supply chain management, climate change, and health system strengthening. 
 
Project Overview 
Nationally, the Government of India has committed to eliminating measles and rubella (MR) by 2026 and sustaining at least 90% Full Immunization Coverage (FIC) (PIB, 2025; WHO, 2025), recognizing measles as a sentinel marker of system underperformance. Achieving this milestone could avert an estimated 70,000 future measles-related deaths, making immunization one of the most consequential health priorities of the decade. Despite progress, urban inequities remain entrenched. States like Uttar Pradesh and Bihar carry the country’s highest zero-dose burden, with 41 high-risk districts in UP and 19 in Bihar (WHO MR Strategic Framework 2021–2030). Coverage in Bihar still lags, while emerging vulnerabilities are now visible in previously stronger states like Odisha, where FY 2024–25 HMIS data show Penta 1 at 69%, MR1 at 75%, and FIC at 75%, all below desired levels (HMIS – FY 24-25). These variations highlight the urgency of contextual approaches that address complex urban health dynamics.
 
JSIPL in collaboration with the state and the Gates Foundation will accelerate the progress towards MR elimination and reduce the ZD burden in priority urban districts of Uttar Pradesh, Bihar and Odisha by 2028, building resilient, community-trusted urban health systems rooted in existing public health architecture to contribute to the national efforts of achieving 90% Full Immunization Coverage. The project aims to leverage the National Urban Health Mission (NUHM) and Ayushman Arogya Mandir (AAM) networks (including U-AAMs), and integrate within the ongoing urban public health reforms under PMABHIM. 
 
Position Overview
The Urban Health Learning Officer will support the design, implementation, documentation, and learning of urban health interventions, with a focus on urban and peri-urban populations, including migrant and mobile communities. The position will play a critical role in translating program implementation into evidence, learning products, and scalable models, while strengthening the integration of immunization and disease elimination efforts within broader urban primary health systems.
The role combines programmatic support, technical documentation, applied research, and knowledge management, ensuring that innovations and lessons from the field are systematically captured and shared with government counterparts, donors, and global stakeholders. 
 
Job Responsibilities  
 
A. Program Implementation & Technical Support
  • Support the planning, implementation, and monitoring of urban health strategies, with particular emphasis on urban poor, peri-urban, and migrant populations.
  • Work closely with project teams, state urban health teams, and government counterparts to operationalize and document urban health and immunization strategies.
  • Contribute to the development and adaptation of Standard Operating Procedures (SOPs), operational guidelines, and training materials tailored to urban contexts.
  • Identify gaps, challenges, and opportunities in implementation and recommend context-specific, resilient solutions for urban health delivery.
  • Develop donor and other stakeholder presentation.  
B. Documentation, Learning & Knowledge Management
  • Ensure documentation aligns with donor requirements and organizational quality standards such as progress report and donor presentation
  • Provide technical writing support for internal and external communication, including contributions to reports, proposals, and knowledge-sharing platforms.
  • Review, synthesize, and analyze background materials including concept notes, technical briefs, policy documents, success stories, case studies, and global guidelines relevant to urban health.
  • Develop high-quality learning products such as case studies, success stories, policy briefs, presentations, and donor reports to enhance project visibility and uptake. 
  • Develop and maintain project knowledge management repositories.  
C. Research & Evidence Generation
  • Support and undertake urban health related research, including operational research, rapid assessments, and learning studies as required by the project.
  • Identify relevant global urban health frameworks, evidence, and health system strengthening approaches, and contextualize them for program use.
  • Support in designing research tools, data collection frameworks, and analysis plans in collaboration with program and M&E teams.
  • Contribute to the development of manuscripts, technical papers, and abstracts for publication in peer-reviewed journals and conferences.
  • Ensure ethical standards and data quality are maintained across all research and learning activities.  
D. Coordination & Stakeholder Engagement
  • Coordinate with State and Field teams.
  • Travel to project locations to support implementation, documentation, and learning activities as required.
  • Support dissemination of learning and evidence to stakeholders including donors, government, technical partners, and implementing agencies.
  • Provide project management support.
  • Perform any other project related tasks as assigned by the supervisor – as per requirement.  
Qualifications and Skills Education
  • Master’s degree in Public Health (MPH), social sciences or a related discipline from a recognized institution.  
Experience
  • Minimum 3-5 years of professional experience in public health programs, preferably in immunization, or health systems strengthening.
  • Demonstrated experience in program documentation, technical writing, and knowledge management.
  • Experience working in a matrixed environment with multiple teams and stakeholders.
  • Prior experience working with regional or international organizations is strongly preferred.
  • Exposure to donor-funded programs and experience engaging with government and ministries is desirable.  
Technical & Core Skills
  • Strong analytical and conceptual thinking skills with the ability to translate implementation into learning and evidence.
  • Excellent English writing and editing skills; experience publishing in peer-reviewed journals or developing technical documents is an advantage.
  • Proven ability to manage multiple time-bound tasks without compromising quality.
  • Familiarity with urban health challenges, migrant health, and social determinants of health.
  • Understanding of research methods, documentation standards, and ethical considerations.
  • Proficiency in MS Office (Word, PowerPoint, Excel); familiarity with reference management tools is an asset.
