PROJECT BACKGROUND:
India’s rapidly expanding electrical and electronic equipment (EEE) sector is a key driver of economic growth, digital transformation, and industrial development. However, the sector’s largely linear production and consumption model-characterized by high material intensity, short product lifecycles, and limited recovery of secondary resources has resulted in growing resource inefficiencies and a significant increase in electronic waste (e-waste). E-waste contains hazardous substances such as heavy metals, persistent organic pollutants (POPs), and other toxic chemicals, and in India a substantial share continues to be managed by the informal sector using unsafe and environmentally unsound practices, posing serious risks to human health, environmental quality, and long-term sustainability.
Transitioning the electronics sector towards a circular economy offers a strategic pathway to address these challenges holistically. Beyond improving environmentally sound management of e-waste, circularity enables more efficient use of materials, recovery of critical and precious resources, longer product lifetimes through repair, refurbishment and reuse, and reduced dependence on virgin raw materials. As such, addressing e-waste challenges is not only an environmental imperative but also an economic and industrial opportunity to strengthen domestic value chains, enhance resource security, promote innovation, and create safe, formal, and inclusive livelihoods across the electronics ecosystem.
UNDP in partnership with the Ministry of Electronics and Information Technology (MeitY) is implementing the project namely “Accelerating transition to a circular economy in India’s electrical and electronic sector through sustainable integrated approaches” with funding from the Global Environment Facility (GEF). The project is a five-year initiative and aims to integrate circular economy principles in the electrical and electronic sector by implementing measures throughout the entire value chain of products till their end-of-life (including recycling and disposal) through the proposed interventions:
• Strengthen the institutional mechanisms and develop knowledge-based interventions including design of innovative economic models.
• Improve practices, systems and technologies for the EEE Manufacturing and its Supply
Chain through prevention methods and socio-technical ESM models/pilots aimed for future replication.
• Improve the e-waste management ecosystem by deploying investments, prevention measures, infrastructures and technologies for POPs and UPOPs and heavy metals emissions/releases reduction in e-waste processing.
• Make information and knowledge accessible, raise awareness and build networks and partnerships to facilitate knowledge sharing among the EEE sector stakeholders, national and subnational Governments, and link national action to international/global programmes on e-waste.
The Ministry of Electronics and Information Technology (MeitY) is the implementing agency of the project and will provide strategic policy leadership and oversight for the project. To ensure effective financial management and timely reporting, the Finance Officer will be based in MeitY and will work in close coordination with C-MET and other responsible parties.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
The Finance Officer will support financial management, monitoring, and reporting of project funds, ensuring compliance with financial procedures and project requirements. The incumbent will facilitate coordination between MeitY, C-MET, UNDP, and other implementing partners to ensure transparent, efficient, and compliant financial management of project activities.
Duties and Responsibilities:
Under the overall supervision of the Scientist E - R&D in Electronics Division, Ministry of Electronics and Information Technology, the Finance Officer will undertake the following responsibilities:
1. Financial Management & Record-Keeping
• Maintain accurate and up-to-date records of project funds, expenditures, and financial transactions in accordance with financial rules and procedures.
• Ensure that all financial documentation, including vouchers, invoices, contracts, and supporting documents, are properly filed and readily available for review, reporting, and audit purposes.
• Monitor project expenditures and ensure funds are utilised in accordance with the approved Project Document, annual work plans, and budget allocations.
2. Financial Monitoring, Validation, and Reporting
• Review and validate project expenditures to ensure compliance with UNDP and Government of India financial regulations and procedures.
• Validate and certify FACE (Funding Authorization and Certificate of Expenditures), Itemized Cost Estimate (ICE) forms and Utilization Certificates (UCs) submitted by responsible parties prior to submission to UNDP.
• Consolidate financial progress reports received from implementing partners, including C-MET and other responsible parties.
• Provide accurate and timely financial information and expenditure reports to support project planning, monitoring, and management decision-making.
• Assist in preparation and review of annual work plans, budgets, and financial reports, and notify the Project Manager of any discrepancies, variances, or financial risks.
3. Coordination and Liaison
• Liaise closely with MeitY, C-MET, UNDP, and other responsible parties on financial matters related to project implementation.
• Follow up with implementing partners on submission of financial reports, FACE forms, and supporting documentation.
• Facilitate timely disbursement and tracking of project funds in coordination with UNDP and implementing partners.
4. Audit and Compliance Support
• Provide financial documentation and support during internal and external audits, evaluations, and reviews.
• Ensure compliance with UNDP financial management procedures and GoI financial regulations.
• Support implementation of audit recommendations related to financial management.
5. Other Duties
• Support financial planning and forecasting for project activities.
• Perform other finance-related tasks as required by the Scientist E - R&D in Electronics Division, Ministry of Electronics and Information Technology, MeitY in support of project implementation.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Master’s degree in Finance, Commerce, Accounting, Business Administration, or related field.
Experience:
• At least 5 years of relevant professional experience in financial management, accounting or project finance.
• Experience working with government agencies, UN agencies, or donor-funded projects is desirable.
Required Skills:
• Sound knowledge of financial management, accounting principles, and administrative procedures.
• Strong ability to maintain accurate financial records and supporting documentation.
• Proficiency in MS Excel, Word, and basic financial management tools.
• Experience in budget monitoring, expenditure tracking, and financial reporting.
• Good communication and coordination skills for liaising with project teams, partners, and finance units.
• High level of integrity, discretion, and professionalism in handling financial information.
Core Competencies:
• Strong attention to detail and accuracy in financial record-keeping.
• Good understanding of financial rules, compliance, and reporting requirements.
• Ability to manage multiple tasks and meet deadlines.
• Integrity, accountability, and confidentiality in handling financial information.
5. LANGUAGES:
Excellent knowledge of written and spoken English is essential.
6. DURATION OF ASSIGNMENT: Twelve months (Renewable based on performance and other factors)
7. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 92,619/-. The professional fee will be subject to withholding taxes, as applicable.
8. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
