About WaterAid India
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.

WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna, Kolkata and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadis, schools and health care facilities have adequate and appropriate water, sanitation and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Implementation is primarily through our own field teams.
Background of the Assignment
WaterAid India has been implementing the project “Demonstrating Change in the Lives of Climate-Change Affected Vulnerable Communities” in Bhadrak district of Odisha and Unnao district of Uttar Pradesh.
The project, being implemented from October 2023 to September 2026, focuses on demonstrating and strengthening climate-resilient Water, Sanitation and Hygiene (WASH) approaches in geographies affected by different climate vulnerabilities. The programme covers 10 Gram Panchayats and 36 villages across the two states.
As the project approaches completion, WaterAid India invites proposals from experienced and qualified agencies to undertake an independent endline evaluation.
Purpose of the Assignment
The endline evaluation will assess the extent to which the project has achieved its intended outcomes and contributed to sustainable improvements in WASH services, practices, systems and institutional capacities.
The evaluation is expected to examine the relevance, coherence, effectiveness, efficiency, impact and sustainability of the interventions and assess changes against available baseline information. It will also generate evidence on what worked, what did not, sustainability of the demonstrated approaches, and opportunities for replication and scale.
Broad Scope of Work
The selected agency will undertake an independent endline evaluation covering the project locations in Bhadrak, Odisha and Unnao, Uttar Pradesh.
The assignment will involve a mixed-method assessment drawing on quantitative and qualitative approaches. This is expected to include household surveys, assessment of WASH facilities and infrastructure, knowledge/practice assessments, key informant interviews, focus group discussions, review of relevant project and institutional records, and analysis of available water-quality information.
The agency will be expected to undertake appropriate sampling, develop/finalise study tools in consultation with WaterAid India, manage field data collection and quality assurance, analyse quantitative and qualitative data, compare relevant findings with the baseline, and develop clear evidence-based conclusions and recommendations.
The detailed Terms of Reference (TOR), attached with this advertisement, provides the complete scope of the assignment, evaluation questions, endline indicators, methodology, sampling expectations, deliverables, timelines and selection criteria. Applicants are requested to review the TOR carefully before submitting their proposals.
Key Deliverables
The selected agency will be responsible for delivering an inception report and study design, finalised data-collection tools, tabulation and analysis plan, clean/raw and process datasets, draft evaluation report, and a final endline evaluation report along with presentation of the findings.

Who Can Apply
WaterAid India invites applications from agencies with demonstrated experience in monitoring, evaluation, research, surveys and assessment assignments, preferably with substantial experience in the WASH and development sectors.
Applicants should have the technical and field capacity to undertake a multi-state evaluation involving quantitative and qualitative research and should be able to deploy suitably qualified personnel within the required timeframe.
Proposal Submission
Interested agencies should submit separate Technical and Financial Proposals.
The Technical Proposal should demonstrate the agency's understanding of the assignment and include the proposed approach and methodology, sampling approach, work plan and timeline, proposed team structure and CVs of key personnel, organisational experience, and examples of relevant assignments. Documentary evidence supporting relevant organisational experience should be provided.
The Financial Proposal should clearly present the professional fees and all other costs associated with completing the assignment, including fieldwork, travel, data collection, analysis, reporting and applicable taxes, as relevant.

Selection Process
The agency will be selected through a Quality and Cost Based Selection (QCBS) process. The Technical Proposal will carry 70% weightage and the Financial Proposal 30% weightage. Only agencies obtaining the minimum qualifying technical score will proceed to financial evaluation.
Shortlisted agencies may be invited to make a presentation of their proposal and interact with the evaluation committee as part of the technical assessment.

Incomplete proposals or proposals received after 16th September 2026 will not be considered. WaterAid India reserves the right to seek clarification or additional information from applicants during the evaluation process.
