Job Description
Project Manager, Local Governance and Democracy
Location: Gadag

OUTREACH Association of Volunteers for Rural Development, henceforth referred as OUTREACH, focuses on developing and promoting sustainable livelihoods, primarily through integrated natural resource management, organising Citizen Based Organisations, community mobilisation, watershed, livelihoods, forestry and agriculture.
OUTREACH is looking to hire a Project Manager for building the portfolio of local governance and democracy within OUTREACH. It’s first project is being planned across 27 Gram Panchayats in Gadag block, District Gadag. The role holder will assume the responsibility of this pilot project, while building capacities within the organisation towards this subject.

Key Expectations
1. Build narrative of strengthening rural local governance, as well as internal capacities within OUTREACH, towards integrating and layering this methodology with other projects of the organisation.
2. Develop and finalise project proposal for Gadag and closely coordinate with funding organisations to secure funds.
3. Plan and implement foundational activities for the Gadag project: Setting up office, hiring teams and setting up systems of reporting, in alignment with OUTREACH’s overall policies
4. Coordinate with key local stakeholders and agencies to build structured collaboration and formalise mutual expectations, such as the current and former MLA’s offices, the MGDRDPRU
5. Ensure disciplined planning, implementation and tracking of deliverables of the Gadag project, and the overall governance portfolio in OUTREACH.
6. Ensure timely reporting to funders and other agencies as per their agreements with OUTREACH.

Required qualifications
Experience: In the range of 10 -15 years out of which at least 5 years in program management role in the social sector.
Education: Master’s in Social Sciences, Economics, Public Policy or Environmental Sciences
Proficiency in Kannada & English
