Background:
Adolescence is a critical period of growth and development, making investments in health and nutrition essential for building a healthier future generation. The Comprehensive National Nutrition Survey (CNNS) reported that 28% of adolescents aged 10–19 years in Bihar were anaemic and 23% were thin (low BMI-for-age). Micronutrient deficiencies, including iron, vitamin D, vitamin B12, folate and zinc, further contribute to nutritional challenges among adolescents. At the same time, promoting healthy diets and physical activity is essential to prevent overweight and obesity among school-aged children and adolescents.
To address these challenges, the Government of Bihar has been implementing Ankuran (School Nutrition Programme) across all districts, with the Directorate of Mid-Day Meal (MDM) as the nodal agency and technical support from UN ORGANISATION. The programme aims to improve dietary diversity at school and household levels by promoting healthy food practices and strengthening nutrition awareness among students and parents. Its effective implementation requires convergence among the Education, Health, Agriculture, KVK, Rural Development and other relevant departments.
Complementing Ankuran, the Weekly Iron and Folic Acid Supplementation (WIFS) programme under Anaemia Mukt Bharat provides IFA supplementation to school-going children and adolescents. The Health Department provides technical guidance, supplies, training, and monitoring, while Education facilitates implementation through school platforms. Despite expansion across the state, challenges remain in ensuring regular IFA supplies, consistent reporting, effective monitoring and interdepartmental coordination.
Also, there is a need to strengthen school-based nutrition interventions through regular Nutrition and Health Education (NHE) sessions, promotion of healthy and diverse diets, prevention of overweight and obesity, and biannual BMI screening of adolescents in schools, with appropriate counselling, referral and follow-up for identified nutritional risks. Strengthening these interventions alongside Ankuran and WIFS will help establish healthy dietary behaviours and enable early identification of malnutrition.
In this context, a State-level Consultant is required to provide technical and programmatic support to the Directorate of MDM and other relevant departments to strengthen the planning, implementation, monitoring and convergence of the School Nutrition Programme across Bihar. The consultant will support capacity building, evidence-based planning, school-level implementation and monitoring systems to improve nutrition outcomes among school-aged children and adolescents.
