Background:
Early childhood, from conception to six years, is a critical period for physical, cognitive, social and emotional development. The Nurturing Care Framework emphasizes five essential components: good health, adequate nutrition, responsive caregiving, safety and security, and opportunities for early learning.
Bihar continues to face significant child nutrition challenges. NFHS-6 (2023–24) reports 35.6% stunting, 19% wasting and 4.7% severe wasting among children under five. While breastfeeding indicators have improved, only 11.9% of children aged 6–23 months receive an adequate diet, highlighting the need to strengthen IYCF, complementary feeding and early stimulation.
During 2027, UN ORGANISATION will support the Government of Bihar, particularly the Health and ICDS departments, in demonstrating an integrated ECD approach in Araria and Purnea through existing platforms, including VHSNDs, community-based events and home visits. The rollout of SSBSK (Samagra Shishu Baal Swasthya Karyakram) offers further opportunities for home-based support and developmental screening. The approach will promote responsive caregiving and early stimulation for children aged 0–3 years, quality ECCE for children aged 3–6 years, and inclusion of children with disabilities, aligned with Navchetana and Aadhaarshila.
