1. Background:
Anaemia remains a critical public health concern in Bihar, affecting children, adolescents, women of reproductive age and pregnant women, with significant implications for health, growth, learning and productivity. As per the National Family Health Survey-5 (NFHS-5), more than 60% of women of reproductive age and children under five years in Bihar are anaemic. Anaemia can impair physical and cognitive development, reduce learning ability and work productivity, and increase vulnerability to infections. During pregnancy, it is associated with adverse maternal and birth outcomes, including preterm birth and low birth weight.
Anaemia results from multiple factors, including iron deficiency, inadequate dietary intake and diversity, worm infestation, infections, and other nutritional and non-nutritional conditions. Adolescents, particularly girls, are vulnerable due to increased iron requirements during growth and menstruation. Early screening, accurate diagnosis, appropriate treatment, dietary diversification, nutrition counselling, and regular follow-up are essential for effective prevention and management.
The Government of India has been implementing the Anaemia Mukt Bharat (AMB) programme through a life-cycle approach. Building on implementation experiences, scientific evidence and state-level learnings, the Ministry of Health and Family Welfare (MoHFW) launched the Anaemia Mukt Bharat Abhiyaan (AMB 2.0) in 2026, introducing a revised 7×7×7 framework. The revised approach shifts from a predominantly prophylactic supplementation-focused strategy towards comprehensive, screening-led and outcome-oriented management. It emphasises Hb testing using a digital Hb meter, categorisation of anaemia, appropriate therapeutic management, healthy diets, counselling, digital tracking of treatment adherence, and follow-up until resolution.
Effective implementation in Bihar requires strengthened coordination within the State Health Society, Bihar, and convergence with the Departments of Education, ICDS, Rural Development, and other stakeholders. Strong linkages among community platforms, schools, AWC, and health facilities are critical to ensuring screening, timely treatment, referral, follow-up, and reliable digital reporting.
In this context, a State-level Consultant is required to support the State Health Society Bihar in implementing the revised Abhiyaan. Working closely with the AMB Nodal Officer and the Child Health, Adolescent Health, and Maternal Health divisions, the consultant will strengthen interdepartmental convergence, capacity building, programme monitoring, digital data utilisation, and review mechanisms to improve coverage, quality of care, and treatment outcomes, ultimately contributing to reducing anaemia across Bihar.
