1. Background:
The National Education Policy (NEP), 2020 emphasizes safe, inclusive, equitable, and child-friendly learning environments and promotes health, hygiene, environmental awareness, sustainability, and life skills education. By recognizing schools as platforms for holistic child development, the policy reinforces the need for strengthened WASH systems and climate-responsive learning environments. This aligns with Mission LiFE, which promotes environmentally responsible behaviours and sustainable resource use.
However, increasing climate variability, including extreme heat, water scarcity, erratic rainfall, localized flooding, and seasonal water stress, poses growing challenges to the functionality and sustainability of WASH services, particularly in remote, tribal, and hard-to-reach areas. These risks can adversely affect children's health, attendance, learning continuity, dignity, and well-being.
In this context, strengthening Climate-Resilient WASH (CR-WASH) in schools is a priority to ensure that WASH services remain functional, inclusive, sustainable, and responsive to climate and environmental risks. Climate-resilient WASH programming extends beyond infrastructure to include behaviour change, water conservation, waste management, climate education, and community engagement. Particular attention is required to strengthen Menstrual Hygiene Management (MHM) through safe, gender-responsive, and inclusive facilities, services, and behaviour change interventions that support the dignity, health, attendance, and educational continuity of adolescent girls.
Strengthening solid and liquid waste management in schools is also important for improving environmental sanitation and promoting responsible environmental behaviours. Consistent with the Solid Waste Management Rules, 2026, greater convergence between school waste management systems and Gram Panchayats is needed to support sustainable waste management practices. Sustained WASH outcomes further require strengthened institutional capacities, effective operation and maintenance (O&M) systems, climate risk-informed planning, and institutional ownership.
