Development of Mediation Handbook and Training Module
About Jan Sahas: Jan Sahas, established in the year 2000, is a not for profit grassroots organization committed to promote the development and protect the rights of socially excluded communities with special focus on girls and women through the eradication of all forms of bondage including manual scavenging and caste-based prostitution; empowerment of adolescent girls and women to end violence and gender justice, skill development for dignified livelihoods and social entrepreneurship; legal aid for access to justice and reform in the criminal justice system; support in education; food and nutrition security; land and agriculture development; develop barefoot lawyers to build victim or survivors as leader and empowerment of communities through capacity and organization building.
About MRC: Migrants Resilience Collaborative (MRC) is a grassroots-led multi-stakeholder collaborative of non-profit, philanthropic, and private sector actors focused on ensuring dignity, safety, security, and mobility for vulnerable migrant families across India. The Collaborative will be India's largest grassroots-led collaborative, and largest non- governmental initiative dedicated to the migrant workers and their families.
1. Worker Protection Initiatives
MRC supports safe migration through capacity building of workers, running of a 24*7 Mazdoor Helpline and Providing Mediation & Legal Aid support in cases of labour rights violations. We seek to strengthen the Mediation efforts of the Worker Protection initiative.
2. Objective of the Assignment
The objective of this assignment is to:
- Develop a brief Handbook on Mediation covering concepts, relevant laws, significance, and Standard Operating Procedures (SOPs) for handling labour rights violation cases through mediation.
- Develop training module on mediation for the (mediation) team
3. Scope of Work
The selected consultant will be responsible for:
A. Handbook Development covering:
- Introducing mediation: definitions, basic concepts, principles, and processes.
- Overview of laws, policies, and legal provisions on mediation and conciliation in India.
- Best practices, importance, and benefits of mediation in worker-related disputes.
- Detailed SOP for handling cases through mediation based on internal processes (step-wise process, do’s and don’ts, documentation, escalation protocols).
- Development of tools, templates, and checklists for field use.
- Incorporation of case studies/examples relevant to the sector.
B. Other Deliverable-
- Drafting and finalizing the handbook (in consultation with the organization, with 2–3 review rounds).
- Final submission of the handbook in both editable and print-ready formats.
4. Duration & Timeline
The assignment is expected to be completed within 6-8 weeks, including development, review, finalization of the handbook.
5. Eligibility/Expertise Required
- Expertise in the theory, philosophy and practice of Mediation and Alternate Dispute Resolution mechanisms.
- Relevant work / field experience in mediation, labour rights, grievance redressal or alternate dispute resolution mechanisms.
- Experience in developing handbooks, SOPs, or training materials.
- Strong understanding of labour laws and informal sector worker issues.

7. Evaluation Criteria
Proposals will be evaluated based on:
- Relevant experience and expertise (50%)
- Approach and methodology (30%)
- Cost-effectiveness (20%)
