CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Children are among the most vulnerable populations during disasters, often accounting for up to 70% of those affected. The impact on children and educational infrastructure has been significant in several major disasters:
- In the 2001 Gujarat earthquake, approximately 15,000 primary schools were damaged or destroyed.
- Cyclone Phailin (2013) caused damage to 5,825 schools in Odisha.
- The Uttarakhand floods (2013) led to the destruction of 442 schools, 128 Integrated Child Development Services (ICDS) centers, and 58 health facilities.
- During the 2005 Kosi floods in Jharkhand, 1,428 schools were fully or partially damaged.
- The 2015 Nepal earthquake affected nearly 2 million children, leaving almost 1 million without access to schools.
- Recognizing the critical need for disaster preparedness and response in Chhattisgarh, the Department of School Education, with technical support from a UNICEF, has initiated the Chief Minister’s School Safety Programme (MSSP) (Mukhyamantri Shala Suraksha Karyakram).
However, the state government currently has limited technical expertise to implement such a comprehensive school safety programme effectively. To address this gap, UN ORGANISATIONis extending its technical support for system strengthening of MSSP by deploying a consultant during this crucial period. This consultant, guided by UN ORGANISATIONsector leads , will ensure technical soundness and alignment with the agency's priorities for children and their communities.
The UN ORGANISATIONis committed to strengthening systemic capacity at both state and district levels to support the Department of School Education's school safety initiatives. Robust planning and implementation mechanisms are essential to ensure the programme’s success. To this end, UN ORGANISATIONis providing technical support at all levels.
As part of this initiative, UN ORGANISATIONseeks to engage a qualified, motivated, and experienced professional to serve as a State Consultant for School Safety. The consultant will work closely with the Department (SCERT and Samagra Shiksha) to support strategic planning, implementation, and monitoring of the programme.
