Project Background:

The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.

Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. The Communicable Disease (CD) portfolio specifically addresses Tuberculosis (TB) and Malaria—two diseases that disproportionately affect vulnerable populations including tribal communities, urban poor, and migrant workers.

GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery. Domain expertise with proven solutions lays the foundation for introduction, progression, and gradual integration of innovations into government public health systems.

The CD portfolio aligns with India's national commitments: achieving zero indigenous malaria cases by 2027 (National Strategic Plan for Malaria Elimination 2023-27) and TB elimination by 2025 (National TB Elimination Programme).

The five GAVB states collectively account for 45-50% of India's malaria burden and approximately 270,000+ TB cases annually. The CD portfolio provides strategic support to state governments through enhanced surveillance, improved case management, strengthened supply chains, community mobilization, and policy advocacy—all aimed at accelerating elimination while strengthening foundational health systems.

Job Summary:
The Program Director - HRH & Leadership Development will lead the transformation of Human Resources for Health systems and leadership capacity across the state, as a critical lever for improving public health outcomes.

The role will work closely with the Department of Health (DoH) and State Health Society (SHS) to strengthen end-to-end HRH systems, including workforce planning, recruitment, deployment, performance management, and retention, ensuring optimal availability and productivity of health personnel across all levels of care.

In parallel, the Program Director will design and institutionalize state-wide leadership development ecosystems to build the capabilities of public health leaders at state, district, and facility levels, enabling them to drive effective program implementation, data-driven decision-making, and accountable governance.

The role will focus on building scalable, government-owned HRH and leadership systems that are embedded within institutional structures and capable of sustaining long-term improvements in service delivery and health outcomes.

Key Responsibilities:

1. HRH Strategy & Workforce Planning
• Lead development of comprehensive HRH strategies aligned with service delivery priorities and disease burden across the state.
• Conduct workforce assessments to identify gaps in availability, distribution, skills, and cadre mix across facilities and outreach platforms.
• Design staffing norms, role definitions, and long-term workforce plans to ensure optimal deployment across levels of care.
• Support the state in building forward-looking HRH roadmaps, including creation and strengthening of critical cadres.

2. Recruitment, Deployment & HR Systems
• Strengthen end-to-end recruitment systems for contractual and permanent staff, including job design, selection processes, and onboarding.
• Enable rational and need-based deployment of human resources to ensure equitable distribution across geographies and facilities.
• Improve policies and processes related to postings, transfers, and tenure to enhance continuity and system stability.
• Strengthen HR systems such as HRMS and Manav Sampada to enable real-time workforce tracking and management.

3. Performance Management & Workforce Productivity
• Design and institutionalize performance management systems with clearly defined roles, KPIs, and accountability mechanisms across cadres.
• Improve productivity of frontline workers and facility staff through role clarity, workload optimization, and supportive supervision.
• Enable data-driven performance reviews at block, district, and state levels to drive continuous improvement.
• Strengthen supervisory structures to ensure regular feedback, coaching, and performance tracking.

4. Leadership Development & Capacity Building
• Design and operationalize a state-wide leadership development strategy for public health officials across all levels.
• Develop competency frameworks and structured learning journeys aligned with roles at state, district, block, and facility levels.
• Institutionalize leadership development programs through SIHFW and other training institutions for long-term sustainability.
• Build leadership capabilities in program management, governance, data use, and health systems thinking.

5. Training Systems & Institutional Capacity
• Strengthen training institutions such as SIHFW and RHFWTCs to function as high-quality, scalable capacity-building platforms.
• Develop standardized curricula, tools, and certification systems to ensure consistency and quality of training programs.
• Institutionalize Training-of-Trainers models to enable scale and sustainability of capacity-building efforts.
• Align training systems with evolving program needs and health system priorities across the state.

6. Equity, Retention & Policy Support
• Identify underserved geographies and facilities with critical HR gaps and design targeted strategies to improve staffing.
• Support development of retention strategies, including incentives and career pathways for hard-to-reach areas.
• Provide technical inputs to the state on HR policies related to compensation, performance management, and career progression.
• Engage with government leadership and partners to align HRH initiatives with broader health system goals.

Essential Qualification & Experience:

• MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
• Expertise and experience (at least 10 years) in leading and managing HRH, LD and OD interventions.
• Demonstrated experience in Human Resources Management- developing JDs, recruitment, onboarding and performance management.
• Experience on healthcare or institutional reform with consulting firms, national government bodies like NHSRC and state bodies like SHSRC.
• Established track record in successfully engaging with senior leadership in Health Department.
• Experience in developing and designing curriculum, Instructional design, facilitation, and people management.
• Proven experience in managing teams, including performance oversight and capacity-building.
• Experience in change management and coaching will be considered an added advantage.

Essential Skills:
• Familiarity with government health policies and programs in India.
• Deep and practical understanding of domain areas such as HR strategy, HR function effectiveness, talent assessment, career paths, performance management, organization design, organizational culture, leadership development and change management
• Demonstrated ability to mobilize Government systems to strengthen national programs.
• Excellent negotiation skills.
• Ability to work in low-resource settings and travel frequently to field locations.
• Proficiency in Hindi and English; knowledge of regional languages is a plus.
• Collaboration with multiple internal/external stakeholders (individual and teams)
• Experience working in dynamic work environments with substantive dose of ambiguity
• Basic level quantitative and qualitative analytical skills
